The only action to be taken at the above noticed meeting will be action by the Police Commission. Police Commissioners should notify the City Clerk’s Office at (262) 569-2186 if they are unable to attend. 1  Police & Fire Commission Meeting Minutes – November 2, 2020 Chairman Krauski called the meeting to order at 5:00 pm and the Deputy Clerk confirmed appropriate meeting notice had been given. Members present: Schmidt, Krauski, Wiemer, Miller, Barry and Non-Voting Council Representative Schellpeper Staff present: Pfister, Timm, Onstad, Frye, and Wallace 2. Approve minutes from June 9, July 14, August 6 and August 19, 2020: Motion by Schmidt to approve the June 9, July 14, August 6 and August 19, 2020 minutes as written; second by Wiemer. Motion carried 5-0. 3.a. Discuss/approve changes to Lieutenant and Captain’s job descriptions: Pfister stated with him being promoted to Chief has opened the Captain position. He has reviewed and discussed changes to the job description for Lieutenant and Captain of Police with Human Resources. He would like to change the responsibilities of Lt. to include the patrol division, school resource officer, boat patrol and community service officer. The Captain would provide direct and manage the activities of the criminal investigation, detective bureau, dispatch, clerical, evidence of property and Lieutenant. This would be a better fit for the department to have this structure. Members discussed the job descriptions. Motion by Schmidt to approve the updated job descriptions for the positions of Lieutenant and Captain of Police; second by Miller. Motion carried 5-0. b. Appointment of Captain of Police by Chief of Police: Pfister presented Brad Timm as the next Captain of Police. Timm has been employed by the City of Oconomowoc Police Department since September of 2000 and is married with 3 children. He graduated from UW-Parkside in 1999 with a degree in nursing. He started his law enforcement career in Milwaukee in 1999 and came to Oconomowoc in fall of 2000. He has spent his career on night shift as an officer and Sergeant. He was promoted to Sergeant in 2005 and Lieutenant in April of 2019. As a Lt. he’s in charge of the dispatch center. He did a great job on building the new dispatch center and has worked diligently to come up to speed with all the new technology of the dispatch center. He directs all of the Community Service Officers and directed the Detective Bureau during Pfister’s absent. In addition, he works with all the evidence in the property room and is responsible with the new officer testing. He is very passionate, thorough and a team player. Pfister requested the appointment of Brad Timm to the position of Police Captain. c. Consider/act on confirmation of Chief’s appointment: Motion by Wiemer to confirm Chief Jim Pfister’s appointment of Brad Timm to the position of Captain of Police; second by Schmidt. Motion carried 5-0. d. Introduction of Police Captain and Swearing in: Brad Timm thanked everyone for the opportunity. He is very humbled to see his friends, family and co-workers in attendance. The members congratulated him on his appointment. Wallace gave the oath of office to Brad Timm. e. Permission to start hiring process and establish eligibility list for Lieutenant and Patrol Officer Positions: Pfister stated that they are down one officer and a new position has been approved for 2021 for an officer by council in the budget. He requested to start the process for the 2 positions and interviews for the Lieutenant position. Pfister explained that the Lt. promotion process is a submittal of letter of S:\Committees - Commissions\Police Commission\Minutes\2020\pfcmin11-2-20.doc  interest and oral interview with the Chief, Captain and HR. Barry requested to have resumes of all candidates for promotion and hiring prior to the meeting for review. All PFC members agreed that this would be helpful in the future and Pfister stated he would make sure to have resumes in packets. f. Update on new Public Safety Facility: Pfister discussed the new facility and how they were under budget at this time. He invited all PFC members to attend the Open House for the Public Safety Facility on November 7th. Private tour for Alderman and PFC members starts at 9am with ribbon cutting at 10am. Open house to public is from 10am to 2pm. 4. Comments from Police & Fire Commission members: Members congratulated Captain Timm again and wished him well. Members stated that the new facility looked great and were excited for the tour as this was a long time in the works. Motion by Wiemer to adjourn; second by Schmidt. Motion carried 5-0. The meeting adjourned at 5:47 p.m. Minutes taken by Tina Wallace, Deputy City Clerk Don Wiemer, Secretary S:\Committees - Commissions\Police Commission\Minutes\2020\pfcmin11-2-20.doc 4  ORDINANCE NO. 20-O988 AN ORDINANCE TO REPEAL AND RECREATE §1.37 AND TO AMEND §§1.03, 1.20, 4.02, 4.03 & 4.04 OF THE CITY OF OCONOMOWOC MUNICIPAL CODE POLICE AND FIRE COMMISSION The Common Council of the City of Oconomowoc, Waukesha County, Wisconsin, do ordain as follows: WHEREAS, The Common Council created a Police and Fire Commission to perform required responsibilities mandated under Wisconsin Statutes §62.13; and WHEREAS, the City has disbanded the City Fire Department and now provides fire and emergency services through an Inter-Municipal Agreement creating a multi- jurisdictional fire and rescue Department known as the Western Lakes Fire District; and WHEREAS, the Inter-Municipal Agreement created a multi-jurisdictional Fire Commission to perform required responsibilities mandated under Wisconsin Statutes §62.13 as concerns the Fire Department; and WHEREAS, there is no longer a need for a Police and Fire Commission in the City – only a Police Commission. NOW, THEREFORE, it is ordained that Section 1.37 of the City of Oconomowoc Code of Ordinances is hereby repealed in its entirety and recreated to read: 1.37 - POLICE COMMISSION. (1) The Police Commission shall consist of 5 members, 3 of whom shall constitute a quorum. The Mayor shall annually, between the last Monday of April and the first Monday of May, appoint in writing, to be filed with the Secretary of the Commission, one member for a 5-year term. All appointments shall be subject to confirmation by the Council. No appointment shall be made which will result in more than 3 members of the Board belonging to the same political party. All members shall be residents of the City and shall maintain residency during their term. Members of the Board shall serve without compensation. The Board shall keep records of its proceedings. 5  (2) In addition to the members provided for in sub. (1), the Mayor shall appoint, for a term of one year, subject to confirmation by the Council, one alderman to serve with the Board as an ex officio nonvoting member. IT IS FURTHER ORDAINED that Sections 1.03, 4.02, 4.03 and 4.04 of the City of Oconomowoc Code of Ordinances is hereby amended to replace “Police and Fire Commission” with “Police Commission.” This ordinance shall become effective upon passage and publication as required by law.
