Police & Fire Commission Meeting Minutes – November 2, 2020 Chairman Krauski called the meeting to order at 5:00 pm and the Deputy Clerk confirmed appropriate meeting notice had been given. Members present: Schmidt, Krauski, Wiemer, Miller, Barry and Non-Voting Council Representative Schellpeper Staff present: Pfister, Timm, Onstad, Frye, and Wallace 2. Approve minutes from June 9, July 14, August 6 and August 19, 2020: Motion by Schmidt to approve the June 9, July 14, August 6 and August 19, 2020 minutes as written; second by Wiemer. Motion carried 5-0. 3.a. Discuss/approve changes to Lieutenant and Captain’s job descriptions: Pfister stated with him being promoted to Chief has opened the Captain position. He has reviewed and discussed changes to the job description for Lieutenant and Captain of Police with Human Resources. He would like to change the responsibilities of Lt. to include the patrol division, school resource officer, boat patrol and community service officer. The Captain would provide direct and manage the activities of the criminal investigation, detective bureau, dispatch, clerical, evidence of property and Lieutenant. This would be a better fit for the department to have this structure. Members discussed the job descriptions. Motion by Schmidt to approve the updated job descriptions for the positions of Lieutenant and Captain of Police; second by Miller. Motion carried 5-0. b. Appointment of Captain of Police by Chief of Police: Pfister presented Brad Timm as the next Captain of Police. Timm has been employed by the City of Oconomowoc Police Department since September of 2000 and is married with 3 children. He graduated from UW-Parkside in 1999 with a degree in nursing. He started his law enforcement career in Milwaukee in 1999 and came to Oconomowoc in fall of 2000. He has spent his career on night shift as an officer and Sergeant. He was promoted to Sergeant in 2005 and Lieutenant in April of 2019. As a Lt. he’s in charge of the dispatch center. He did a great job on building the new dispatch center and has worked diligently to come up to speed with all the new technology of the dispatch center. He directs all of the Community Service Officers and directed the Detective Bureau during Pfister’s absent. In addition, he works with all the evidence in the property room and is responsible with the new officer testing. He is very passionate, thorough and a team player. Pfister requested the appointment of Brad Timm to the position of Police Captain. c. Consider/act on confirmation of Chief’s appointment: Motion by Wiemer to confirm Chief Jim Pfister’s appointment of Brad Timm to the position of Captain of Police; second by Schmidt. Motion carried 5-0. d. Introduction of Police Captain and Swearing in: Brad Timm thanked everyone for the opportunity. He is very humbled to see his friends, family and co-workers in attendance. The members congratulated him on his appointment. Wallace gave the oath of office to Brad Timm. e. Permission to start hiring process and establish eligibility list for Lieutenant and Patrol Officer Positions: Pfister stated that they are down one officer and a new position has been approved for 2021 for an officer by council in the budget. He requested to start the process for the 2 positions and interviews for the Lieutenant position. Pfister explained that the Lt. promotion process is a submittal of letter of S:\Committees - Commissions\Police Commission\Minutes\2020\pfcmin11-2-20.doc interest and oral interview with the Chief, Captain and HR. Barry requested to have resumes of all candidates for promotion and hiring prior to the meeting for review. All PFC members agreed that this would be helpful in the future and Pfister stated he would make sure to have resumes in packets. f. Update on new Public Safety Facility: Pfister discussed the new facility and how they were under budget at this time. He invited all PFC members to attend the Open House for the Public Safety Facility on November 7th. Private tour for Alderman and PFC members starts at 9am with ribbon cutting at 10am. Open house to public is from 10am to 2pm. 4. Comments from Police & Fire Commission members: Members congratulated Captain Timm again and wished him well. Members stated that the new facility looked great and were excited for the tour as this was a long time in the works. Motion by Wiemer to adjourn; second by Schmidt. Motion carried 5-0. Commission to certify three names to the chief to fill one police Officer vacancy: Buerger stated there is currently one vacancy on the Police Department. He is requesting that the Commission certify three names from the eligibility list. From these three names, he will appoint one officer for consideration and confirmation of the Police and Fire Commission. The three names are Rocco Bartolotta, John Gallenbeck and Adam Kurjanski. Motion by Wiemer that the Commission certify the following three names to Chief Ron Buerger, for the purpose of filling one vacancy for the position of entry level police officer for the City of Oconomowoc: Rocco Bartolotta, John Gallenbeck and Adam Kurjanski; second by Schmidt. Motion carried 5-0. 3c. Chief to Appoint one officer from list of three names: Buerger requested the appointment of Rocco Bartolotta to the position of entrance level police officers for the City of Oconomowoc Police Department. Rocco Bartolotta is married with 2 children. He is a graduate from Kettle Moraine High School and has lived in the area the majority of his life. He graduated from Waukesha County Technical College with an Associate Degree in Criminal Justice/Police Science. He has been employed by the Waukesha County Sheriff’s office, the City of Waukesha and Merton boat patrol. He is currently employed by Jefferson Police Department since 2016. He is a Field training officer. He is on the crisis intervention team and he is a vehicle contact instructor. In 2018 he received the Jefferson County Crisis Intervention Officer of the Year Award. 3d. Consider/act on confirmation of Chief’s appointment: Motion by Wiemer to confirm Chief Ron Buerger’s appointment of S:\Committees - Commissions\Police & Fire Commission\Minutes\2020\pfcmin1-28-20.doc 2 Rocco Bartolotta to the position of entry level police officer; second by Antonneau. Motion carried 5-0. 3e. Introduction of the new officers: The members congratulated Rocco Bartolotta on his appointment. Buerger stated Bartolotta starts in two weeks. 3f. Chief to appoint a new detective: Buerger requested the appointment of Kurt Franke to the position of Detective for the City of Oconomowoc Police Department. Kurt Franke has been with the department for 14 years. He is here with his wife and family. He has been on second shift for his entire career and he serves as the Lead Officer in Charge. He is a field training officer, crisis intervention officer and drug identification kit instructor. He is currently responsible for the departments OWI and drug testing equipment and paperwork. For the past 2 ½ years he’s been a sworn part time detective on the Waukesha County Metro Drug Unit. He has had extensive training in interview interrogation, internet investigations, sexual assault investigations, death investigations, evidence procedures, collections and photography and fraud and child abuse investigations. He’s also a certified Evidence Technician to the Wisconsin Department of Justice. He will be assigned to 2nd shift detective. 3g. Consider/act on the appointment of the Detective: Motion by Wiemer to confirm Chief Ron Buerger’s appointment of Kurt Franke to the position of Detective effective January 30, 2020; second by Mercier. Motion carried 5-0. 3h. Introduction of the new Detective: Kurt Franke stated he appreciates all the support. The members congratulated him on his appointment. 3i. Closed Session: Motion by Wiemer to go into Closed Session, per Wis. Stats. 19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility regarding striking names from current eligibility list and future hiring; second by Schmidt. Update on the new police station: Buerger gave a powerpoint presentation on the new Public Safety Facility outlining the existing deficiencies and what the proposed facility provides. The Lieutenant is required to exercise knowledge of police methods and techniques and professional judgment in providing police services to meet emergencies and other special police situations. The Lieutenant is on-call on a 24 hour basis, is third in command of the department, and fulfills the duties of Chief of Police, when the Chief and Captain are absent. EXAMPLES OF DUTIES: 1. Directs and coordinates the activities of the division to which assigned. • Adjusts and assigns personnel according to workload, or special events. • Sets goals and objectives for assigned divisions. • Handles grievances and disciplinary matters at his/her level of command. • Assists as needed, the management of major crime scenes, incidents, or disasters. • Maintains productivity at an acceptable level. • Accepts the responsibility of his/her command. • Maintains a high degree of integrity in public and private life so command effectiveness is not compromised. • Keeps the Chief of Police and Captain apprised on matters of importance. • Prepares factual, clear, concise, written reports with specific recommendations. • Operates assigned divisions within budget. 2.
