Protection & Welfare Committee Meeting Minutes March 7, 2017 Chairman Rosek called the meeting to order at 7:50 PM. Members Present: Aldermen Rosek, Strey and Schmidt Staff Present: Mayor Nold, Kitsembel, Gallo, Frye, Pickart, Buerger, Sullivan, Duffy, Kelliher, Osborn, Steinbach, Tarnow and Coenen Others Present: Alds. Herro, Zwart, Shaw, Gross and Miller; and Atty. Riffle 2. Consider/recommend Granting New “Class B” Intoxicating Liquor/Fermented Malt Beverage License to Crannog Enterprises, Inc.: Coenen reported the City has a regular “Class B” alcohol license available due to the closing of Fong’s Restaurant. The City previously received two other applications for this license which were presented to Protection & Welfare on February 7th. The Committee postponed action at that time for further review of the City’s alcohol licensing policy. Since that time, the City has received a third application from Crannog Enterprises, Inc., dba The Pub at 114 North Main Street. The Pub is currently operating with a Reserve ($10K) “Class B” license and the owner, Aelred Gannon, is requesting the City issue him a regular “Class B” in place of his reserve. The request is based on transitioning for future retirement because a new owner would have to pay the initial $10K fee for the reserve license. Coenen also noted that Gannon has inquired for at least the last ten years during license renewal time to apply for a regular “Class B” license if one was available. The Committee discussed taking action on the previous two applications before considering this one and The Pub being in business 15 years as well as paying the reserve $10K fee when the license was issued to him. Motion by Schmidt to recommend granting a new regular “Class B” intoxicating liquor/fermented malt beverage license to Crannog Enterprises, Inc.; second by Strey. Motion carried 2-1. Rosek voted no. Motion by Strey to adjourn; second by Schmidt. Motion carried 3-0. The meeting adjourned at 7:54 PM. Minutes taken by Diane Coenen, City Clerk Ald.
