Protection & Welfare Committee Meeting Minutes May 15, 2018 Chairman Rosek called the meeting to order at 7:00 PM. Members Present: Aldermen Rosek and Shaw Staff Present: Mayor Nold, Kitsembel, Sullivan, Freber, Pickart, Gallo, Buerger, Duffy, Frye and Coenen Others Present: Alds. Zwart, Kowieski, Ellis and Strey, and Atty. Riffle 2. Consider/recommend Granting a Six-Month Class “B” Fermented Malt Beverage License for OABC (Oconomowoc Area Baseball Club – Roosevelt field): Coenen reported that the City has received an application for a six month Class “B” Fermented Malt Beverage license from Oconomowoc Area Baseball Club to sell fermented malt beverages at Roosevelt Field located at 630 S. Main St. OABC sells concessions throughout the baseball season and is looking to operate from May 16th until the end of their scheduled game season. The applicant meets all Chapter 12 Licensing requirements. Motion by Shaw to recommend granting a six-month Class “B” Fermented Malt Beverage License to OABC; second by Rosek. Motion carried 2-0. 3. Consider/recommend Ordinance to Create §12.05 of the Municipal Code Regulating Public Possession of Open Intoxicants: Buerger displayed a map on the screen of the boundary area where public possession of open intoxicants would be allowed in the downtown for special events. The draft ordinance was presented to Protection & Welfare on May 1st which includes that the City would provide signage (no alcohol beyond this point), barricades and garbage receptacles at key locations around the perimeter of the boundary areas for each event. The Committee discussed expanding the boundary to include the area north of Wisconsin Ave up to the tracks to Collins St, over to Silver Lake Plaza and S. Main St, to Veterans Park, to Eagles Landing, and to City Beach. The map will be revised and brought back to Committee. No action was taken. 4. Consider/recommend Awarding Architectural and Construction Associated Services Contract for the New Public Safety Facility: Frye reported with the former Sentry building being purchased by the City, the next step is to convert the building into the new Public Safety Facility. The City requested proposals, eight firms attended the mandatory walk through and five quotes were received. Each was scored using the QBS selection process and four qualified for an interview with an 80+ point technical score. The Project Team recommends FGM Architects to provide services associated with the design, construction documents, bidding, construction administration and project close out. FGM has several examples of converting existing structures to Public Safety Facilities and they were the number one ranked firm for both the technical/cost and interview facets of the procurement process. Their $480K cost was midway in the range between the low and high cost proposals. Motion carried 2-0. 5. Consider/recommend City of Waukesha Fire Department Technical Rescue Service Contract with the Western Lakes Fire District: Buerger reported in the past the City’s Fire Department contracted with the City of Waukesha Fire Department for special rescue services. Because of the merger with the Western Lakes Fire District, each community in the District has the option to contract for these services because they are not provided by WLFD. The retainer fee is $6,610 which does not include the manpower fee. Motion by Rosek to recommend the Technical Rescue Service Contract with the City of Waukesha Fire Dept. in the amount of $6,610; second by Shaw. Motion carried 2-0.
