Protection & Welfare Committee Meeting Minutes
June 26, 2018
Chairman Rosek called the meeting to order at 5:00 PM.
Members Present: Aldermen Rosek, Shaw and Miller
Staff Present: Mayor Nold, Kitsembel, Buerger, Frye and Coenen
2. Discuss and Provide Feedback Regarding the Building Layout and Exterior Options for the
Public Safety Facility:
Buerger reported on the history of the project starting in March 2016 through the purchase of the former
Sentry building at 630 E. Wisconsin Ave. which included staff meetings with FGM, tours of three other
Police Stations, information on the current Police Station size, 2003 Needs Assessment findings, 2017
WSM Needs Assessment findings, cost estimates to repurpose the building and that in May 2018 Council
awarded the contract for architectural and construction associated services to FGM Architects. Next Brian
Wright and Louise Kowalczyk from FGM gave a Power Point presentation explaining the deficiencies of the
existing Police Dept, the project goals, space needs, first floor layout and features, estimated construction
costs including hard & soft costs and contingency, impact on taxes, financing model, court space, potential
front exterior imagery and timeline. Kitsembel noted that the cost would be offset by the sale of the
Rockwell St. right-of-way, the Silver Lake St. property sale and the court lease. The City would be looking
at 20 yr. debt financing for the project
Motion by Shaw to adjourn; second by Miller. Motion carried 3-0. The meeting adjourned at 6:35 PM.
