Protection & Welfare Committee Meeting Minutes
September 4, 2018
Chairman Rosek called the meeting to order at 6:00 PM.
Members Present: Aldermen Rosek, Shaw and Miller
Staff Present: Mayor Nold, Kitsembel, Freber, Sullivan, Gallo, Kelliher, Buerger, Lesniewski,
Duffy, Frye, Pickart, Osborn, Tinus and Coenen

2. Consider/recommend Schematic Design and Project Budget for New Public Safety Facility:
Buerger gave a Power Point presentation on the history of the Police Dept, space needs study, existing
deficiencies, site selection process, Lake Court Municipal Court and the process to date. Brian Wright,
Louise Kowalczyk & Andrew Mayo from FGM Architects gave a Power Point presentation outlining the
layout, construction and materials. They noted they had an independent construction budget done by a
third party, Camosy Construction, and the revised budget for construction is $9,097,070. The revisions
include changing the HVAC System, and removal of the fire pump, high density storage, epoxy flooring
from the garage area and site work. The parking lot is in good condition so it is not necessary to redo at
this time and the epoxy garage floor would be an alternate bid. Sullivan reported on the project costs
financing plan noting the biggest funding source is debt for $10,101,570 that would be paid through the tax
levy; the municipal court would pay $635,500 through lease payments; the IT room would be funded by the
City technology fund and the remainder would be cash funded with Police Impact fees and the proceeds
from the Rockwell St sale. Borrowing would be done over a two-year period with $5M the first year which
would increase the mill rate by $.17 cents ($37 on the average home of $245K) and $5.1M the second year
which would add an additional $.17 cents for a total build out cost of about $75-$76 to the average
taxpayer. The Committee questioned the changes being recommended now and not before, ensuring
statutes and codes are part of the bidding documents, architects cost, fencing and gate being an alternate,
and the Lake Country Municipal Court cost to lease space. In response to questions on the changes staff
stated the original recommendations were based on building it right for the long haul, following Dept of
Corrections and International Building codes because we would be doing lockup which creates life safety
issues and FGM costs being locked in for a $12M project.
Motion by Shaw to recommend the schematic design and project budget for the new Public Safety facility in
the amount of $11,247,070; second by Miller. Motion carried 2-1. Rosek voted no.
Motion by Rosek to adjourn; second by Shaw. Motion carried 3-0. The meeting adjourned at 6:58 PM.
