. City of Margaret May 7, 2019 6:00 P.M. In attendance: Councilman Perry, Councilman Carter, Councilman Ray, and Mayor Howard Absent: Councilman Chapman, and Mayor Pro-Tem McIntyre Prayer: Mr. Barker Mayor Howard called Meeting to order Discussion Mayor Howard asked for approval of minutes for April 16, 2019. Councilman Perry made the Motion to approve minutes for April 16, 2019. Councilman Carter seconded the Motion. Motion passed unanimously. Councilman Carter made the Motion to approve invoice from Alabama Power to put in power for the New City Hall. Councilman Ray seconded the Motion. Motion passed unanimously. Councilman Perry made the Motion to appoint Guy McCombs as a Public Defender for Margaret Municipal Court as a pay rate of $300.00 per month. Councilman Carter seconded the Motion. The Motion passed unanimously. Mayor Howard asked the Council to come up with ideas for a Pay Scale for City employees. Councilman Ray made the Motion for a 3% raise for full-time employees. Pending a pay scale rate. Motion died from a lack of a second. Councilman Ray re-introduced the Motion as a 3% raise for full-time employees excluding the 2 Public Works employees that have been approved for an increase pay rate of up to $12.00. Councilman Carter seconded the Motion. The Motion passed unanimously. Mr. Barker informed the Council that the building on County Rd. 12 will be torn down next week. Mr. Barker also informed the Council that the bricks that were slated to go on the New City Hall, are no longer available. So, the Council would have to go with a similar color. The Council agreed. The roof of the City Hall was also started today. The opening of the bids for the second phase of the City Hall will be opened on 5/16/19 at 2:00PM. Mr. Barker inquired whether or not he could get lights for power pole being installed by Alabama Power. The Council gave Mr. Barker consent to get lights on the power poles. Councilman Ray asked will there be security system at the New City Hall? Mayor Howard stated that there would be and that he is in contact with someone now. Councilman Perry asked him to consider American Video. Mayor Howard told Councilman Perry to get someone from American Video to send him something. Councilman Carter asked Councilman Ray about the quotes for the 4 basketball goals at both parks. Councilman Ray informed him that it will cost $5280.00. Councilman Ray also suggested getting backboard and rims redone. Mayor Howard suggested that Councilman Ray get 3 quotes using the current quote as an ear marker. Mr. Barker will talk to Vulcan Material about doing basketball courts at both parks and walking track located at Wilson Park as a donation. Mayor Howard also wants the Council to consider imposing impact fees. Also, Mayor Howard would like for the Council to think of a price to charge for water taps for a list that he is working on for approved contractors. Councilman Perry made a Motion to approve Mayor Howard to hire a new employee for the Public Works Department for $12.00/Hr. Councilman Ray seconded the Motion. The Motion passed unanimously. Mayor Howard asked the Council to come up with a good time for everyone to meet and discuss the Subdivision Rules & Regulations. Councilman Perry made the Motion to adjourn.
