Councilman Chapman, and Mayor Howard

Mayor Howard called Meeting to order
Discussion
Mayor Howard asked for approval of minutes for August 20, 2019.
Councilman Perry made the Motion to approve minutes for
August 20, 2019. Councilman Carter seconded the Motion. Motion passed
unanimously.
Councilman Perry made the Motion to sign a resolution waiver to omit the
first reading of Resolution 2019-0903 which requires the opening of a new
account at BB&T for the gas and diesel taxes. The Motion was seconded
by Councilman Carter. Councilman Ray made the Motion passed
Resolution 2019-0903 which allows the City Clerk Teja McIntyre Peeples
to open up new account at BB&T for the new gas and diesel taxes. The
Motion was seconded by Councilman Perry. Motion passed unanimously.
David Parrish Public Works Manager presented the Council with a from
Fouts Tractor who is a member of Source Well. Source Well a State Bid
List provider. The bid concerning a new tractor for the Public Works was
$36,186.55. Councilman Perry made the Motion to buy a Kubota Tractor
from Fouts Tractor from $36,186.55. Councilman Ray seconded the
Motion. Motion passed unanimously.
Mr. Parrish stated that the old tractor would be used to cut the grass at
Wilson Park.
At 6:09 PM Councilman Chapman arrives at the Council Meeting.
Council tabled any discussion of the house on Joy St. and the invoice for
the County jobs in Sunrise Estate and Magnolia Subdivision until the City
Council has met with our City Attorney Erskine Funderburg.
Mayor Howard informed the Council that he received an email stating that
if the weather continues to be warm, the County may finish Magnolia this
year.
Mayor Howard asked the Council, what they would like to do about the
contracts with County. Councilman Chapman would like to leave it alone
for the time being.
Mr. Barker will be getting 3 bids concerning the tar and gravel roads for
Magnolia Subdivision.
Mr. Barker gave the Council an update on the City Hall: the door
hardware has been installed, painters will finish up painting tomorrow and
flooring will be finished tomorrow. Mr. Barker also informed the Council
that it will cost $144.50 a month to put LED lighting in parking lot.
Alabama Guardrail will charge $16,500 to place a rail in the parking lot.
Mr. Parrish asked the question of whether or not the City can purchase the
guardrail equipment and do it themselves? Mr. Barker has three bids on
getting the parking lot ready for paving:
1). J &K - $12,000.00
2). Charles Pendley - $9,000.00
3). BEC - $9,700.00
Council gave Mr. Barker the go ahead to get grade work done Councilman
Chapman suggested calling Bobby Hawkins concerning the landscaping
for the New City Hall.
Councilman Perry made the Motion to pay the $16,500.00 to pave road
from South Hillcrest to entrance of Sunrise Estate as quoted by Massey
Asphalt. The Motion was seconded by Councilman Ray. Motion passed
unanimously.
Mayor Howard informed the Council that Daryl Pittard of Four Star has
hired a new project manager. And no water taps are approved until water
line is bowed under the railroad track. Councilman Chapman stated that
the towing prices for Tow Monkey are outrageous.
Councilman Perry asked about the status of the Stop Sign in Brookhaven.
Pedro Pino gave the Council and update on the Health Fair to be held on
Saturday. Pino also gave the Mayor information on a Senior Citizen’s
Building.
No other Councilman had any comments.
Mayor Howard informed the residents of Sunrise Subdivision who were
present, that the City would be finishing the paving (asphalt) from South
Hillcrest to Sunrise entrance.
Councilman Chapman made the Motion to adjourn. Motion was seconded
by Councilman Ray. Motion passed unanimously. Meeting adjourned at
7:18 PM.
