. City of Margaret January 26, 2021 6:03 P.M. In attendance: Councilman Ray, Councilman Carter, Councilman Chapman, Matthew Tortorice, Mayor Pro-Tem McIntyre, and Mayor Wilson Absent: Prayer: Mr. Barker Mayor Wilson called Meeting to order Discussion Mayor Wilson asked the Council to approve Minutes for January 5,2020 Meeting. Mayor Pro-Tem McIntyre made the Motion to approve minutes for January 5,2020 Meeting. Councilman Tortorice seconded the Motion. Motion passed unanimously. Mayor Wilson asked the Council for approval to pay the AMIC annual insurance bill. The Bill is $48,367.05. Mayor Pro-Tem McIntyre made the Motion to pay the AMIC bill in the amount of $48,367.05. Councilman Carter seconded the Motion. Motion passed as following: Councilman Chapman – Yes Councilman Ray – Yes Councilman Carter – Yes Councilman Tortorice Yes Mayor Wilson asked for approval to pay the annual bill from Worker’s Compensation in the amount of $18,687.00. Councilman Chapman noticed that the bill included an 8.37% rating for Water/Gas Mains & Drivers. Councilman Carter made the Motion to pay the annual bill for Worker’s Compensation in the amount of $18,687.00. Councilman Tortorice seconded the Motion. The Motion passed unanimously. Mayor Wilson asked for approval to pay ETA Data Direct, the company that does the City’s court software and the City’s business license software, invoice for the amount of $5100.00. Mayor Pro-Tem Mcintyre made the Motion to pay invoice from ETA Data Direct. Councilman Chapman seconded the Motion. The Motion passed unanimously. Mayor Wilson asked for approval for the invoice from Calhoun Meters in the amount of $4715.00. Councilman Tortorice inquired as to why the Mayor was presenting recurring monthly bill, because they are bills that have to be paid, so why did Council have to vote on it? Mayor Wilson stated that some of the bills went over his month allotment, so he wanted to present those bills. Mayor Pro-Tem made the Motion to Revise Resolution 2020-1102 in order to include monthly bills like: Calhoun Meters, John Deere, Alabama Department of Revenue and Guardian for the Public Works Department; ETA for Court and City; and AMIC and Worker’s Compensation for the City. Councilman Chapman seconded the Motion. The Motion passed unanimously. Mayor Wilson informed the Council that the Public Works Department needed to purchase a water pump to be on standby, in case something happens to the current water pumps. Mayor Pro-Tem McIntyre made the Motion to allow the Public Works Department to purchase a backup water pump. Councilman Carter seconded the Motion. The Motion passed unanimously. Mayor Wilson presented the Council with the invoice from BEI, Brasher Electronics, for installing light packages for the new Silverado purchased for the Fire Department. Councilman Chapman made the Motion to approved the invoice from BEI for $3298.00 each. Mayor Pro-Tem McIntyre seconded the Motion. The Motion passed unanimously. Mayor Wilson ask for a Motion to waive regular rules and regulations in order to give F and P Inc. (formerly SRK Package LLC) approval letter for liquor licenses. Councilman Chapman made the Motion to waive regular rules and regulations and give F and P Inc an approval letter for liquor license. Councilman Carter seconded the Motion. The Motion passed unanimously. The Contract to purchase water from Odenville came up next. Councilman Ray made the Motion to allow Mayor Wilson to sign the contract that allows the City of Margaret to purchase water from the Town of Odenville. Councilman Chapman seconded the Motion. Motion passed unanimously. Mr. Barker informed the Council that he is still working on business licenses comparisons. Councilman Chapman made the Motion to table the business license discussion Mr. Barker has all his information. Councilman Ray seconded the Motion. The Motion passed unanimously. Councilman Tortorice inquired about the approval for Austin Tucker to complete his Eagle Scout Project after the COVID. Councilman Tortorice made the Motion to allow Austin Tucker to finish his Eagle Scout Project after the COVID. Mayor Pro-Tem McIntyre seconded the Motion. The Motion passed unanimously. Mayor Wilson asked for any more comments: Councilman Carter informed the Council that the MCO is doing fine and that they are thinking of partnering with Margaret’s Lions Club to do something for July 4th. Councilman Chapman asked about Wyatt Dr. Mayor Wilson will get with Councilman Chapman concerning the letter to the residents on Wyatt Dr. Councilman Chapman also would like to see if Mr. Pendley would be willing to sell or donate the lots across City Hall to the City of Margaret. Councilman Ray asked about the two lots beside the City Hall. The two lots beside the City Hall are owned by Lovejoy Realty. Mayor Wilson informed the Council, that the City needs to look into zoning. Police Chief Wiggin would like for the Council to reconsider the tabled discussion on the transmission needed to fix the recent Ford Explorer purchased from the City of Springville. Councilman Ray would like for Chief Wiggin to attain two more quotes for the transmission. Councilman Ray made the Motion to table the discussion of transmission for another week. Councilman Carter seconded the Motion. The Motion passed unanimously. Officer Davis presented the Council with a quote for 4 car cameras for $14,376.00. Councilman Ray thinks that this would help the City in the long run. Councilman Tortorice wanted to know if the cameras are transferrable? The answer is “No”. Councilman Ray made a Motion to table the discussion of purchasing car cameras until the next Council Meeting. Councilman Chapman seconded the Motion. The Motion passed unanimously. Sgt. Sanchez informed the Council that the body cameras that the officers have goes in and out. Fire Chief Parrish would like for the City to require Builders to use fire rated building material or require more space between houses. Councilman Tortorice feels that the City needs to come up with a City of Margaret Building Code. Mr. Barker will look into the fire rating for homes.
