In attendance: Councilman Ray, Councilman Carter, Councilman Chapman,
Matthew Tortorice, Mayor Pro-Tem McIntyre, and Mayor Wilson

Mayor Wilson called Meeting to order
Discussion
Mayor Wilson asked the Council to approve Minutes for January 26,2021
Meeting. Councilman Carter made the Motion to approve minutes for
January 26,2021 Meeting. Mayor Pro-Tem McIntyre seconded the Motion.
Motion passed unanimously.
Chief Wiggin presented his report for the Police Department.
Councilman Ray informed the Council of the quote he received from 10-8
brand who is out of Tennessee. The quote is for 7 in car cameras and 9
body cameras. They do not require a cloud storage, use 30-45 days, have a
base charging station, they have to be manually cut, and car cameras do
not sync with body camera for a price of $17,119.45. Sgt. Sanchez stated
that the previous quoted car cameras turned on when the blue lights are
activated. Councilman Tortorice wanted to know whether or not body
cameras that are currently used being constantly being cut on? Mayor
Pro-Tem made a Motion to table the car and cameras discussion.
Councilman Chapman seconded the Motion. The Motion passed
unanimously.
Councilman Ray presented the Council with a quote on a transmission for
the Police vehicle. The rebuilt transmission quoted by M & B
Transmission for $3900 w/ a 3-year warranty. Mayor Pro-Tem made a
Motion to go with M & B Transmission for the amount of $3900 for the
rebuilt transmission for the Police Department. Councilman Carter
seconded the Motion. The Motion passed unanimously.
Chief Parrish presented his report for the Fire Department and Public
Works. Fire Department had a total of 57 calls. And the total revenue for
the Public Works Department is $79,851.93. Public Works Department is
currently moving services for Brookhaven Development Partners LLC.
Mr. Barker proposed amending the building code to require a lot size min.
with 3-sized brick or a 1-hour fire rated wall or require the installation of
sprinkler system in entire house. Mayor Wilson stated that the City needs
to go back to 70ft lots. Chief Parrish would like to see the 70ft lots and 1-
hour fire rated walls requirements. councilman Chapman also, feels the
City need to stipulate that if the lots are not 70ft then the house must be
brick with fire-rated walls or sprinklers.
Mr. Barker would like paving width to be increased to 24’ overall on all
future Subdivision Plats.
Waste Management, who recently took over Advanced Disposal,
representative Mike was present at this meeting. Mayor Wilson asked Mr.
Mitchell to look into giving out dump passes for the residents of City of
Margaret. Councilman Tortorice would like for the bulk pickup to be
offered to the residents of Margaret without everyone having to call to be
placed on bulk pickup list.
Mayor Wilson would like for the Council to go into Executive Session.
Mayor Pro-Tem McIntyre made the Motion to suspend regular rules of
Council Meeting, in order for the Council to consider going into Executive
Session. Motion was seconded by Councilman Chapman. Motion passed as
following:

Councilman Chapman made the Motion to go into Executive Session. The
Motion was seconded by Mayor Pro-Tem McIntyre. The Motion passed as
following:

Councilman Carter – Yes
Councilman Tortorice Yes
Mayor Pro-Tem – Yes
Mayor Wilson – Yes
Council went into Executive Session at 6:49 PM. Mayor stated the Meeting
would reconvene after Executive Session. Council reconvened at 7:02 PM.
Councilman Tortorice informed the Council that the website is up and
working. Councilman Tortorice has to put picture on it, and he is also
wanting to assign emails to everyone.
Councilman Carter would like information on an account for the
Margaret Community Action Committee. Mayor Wilson asked the Council
if they would consider donating $1500.00 in order to open an account?
Councilman Ray stated that he thought the Margaret Community Action
Committee would raise the money themselves. Councilman Tortorice
stated that the City needs to look into whether it will be money allocated or
donated by the City to the Margaret Community Action Committee.
