. City of Margaret September 6, 2022 6:10 P.M. In attendance: Councilman James Chapman, Councilman Matthew Tortorice, Councilman Jonathan Ray, and Mayor Jeffrey Wilson Late: Mayor Pro-Tem Daryl McIntyre Prayer: Mr. Barker Pledge of Alliances Mayor Jeffrey Wilson called Meeting to order Discussion Mayor Jeffrey Wilson asked for the approval of Council Meeting Minutes from 8-2-2022. Councilman Matthew Tortorice made Motion to approve the minutes from the 8-2-2022. Councilman Darius Crump seconded the Motion. Motion passed unanimously. Mayor Jeffrey Wilson asked for the approval of Council Meeting Minutes from 8-16-2022. Councilman Matthew Tortorice made the Motion to approve the minutes from 8-16-2022. Councilman Jonathan Ray seconded the Minutes. The Motion passed with Councilman Darius Crump abstaining because he was not present at the 8-16-2022 Meeting. David Parrish informed the Council that he can no longer order meters from Mueller. Meters will now have to be purchased from Southern Pipe. Orders from Southern Pipe usually have a 90 days delivery. David Parrish also informed the Council that the Public Works Department has recently lost an employee. Councilman Matthew Tortorice suggested using St. Clair County Unemployment or using subcontractors to put in meters. David Parrish will look the St. Clair Co Unemployment and other different options for hiring. Councilman James Chapman made a Motion to amend Resolution 2022- 0419 Amended which authorizes the City Clerk to open up Sewer Accounts with Wells Fargo instead of Truist. Councilman Matthew Tortorice seconded the Motion. The Motion passed unanimously. Councilman James Chapman made the Motion to approve Resolution 2022- 0503 which allows the City Clerk to open up the Road Impact Fee account with Wells Fargo. Councilman Matthew Tortorice seconded the Motion. The Motion passed unanimously. The City Clerk made the Council aware of the Annual Animal Control fee of $5000.00. The Council would like the City Clerk to see how many animals were housed for the City of Margaret last year, before making a decision. The Council was made aware of the FY23 fees for Saint Clair County. Central Dispatch is $48,697.90, DEU is $7,500.00, EMA is $3975.00 and Adult Housing is $35.00. The Council will submit each of their top 5 candidates for the Police Chief position to the City Clerk by the next Council Meeting and then set a date for interviews. Councilman James Chapman made the Motion to accept CLC Properties’ plat for Summit Park. Councilman Darius Crump seconded the Motion. The Motion passed. Mayor Jeffrey Wilson abstained due to a personal interest in the property. Isaac Howard informed the Council of the lack of interest of other telemetry providers, besides Dexter Fortson, to piggy back on the City’s old telemetry. Isaac will have Dexter Fortson to requote their previous quote. Councilman Jonathan Ray will get a quote as well. Councilman Matthew Tortorice made a Motion to table the City of Margaret’s Employee Handbook. Councilman James Chapman seconded the Motion. The Motion passed unanimously. Councilman Matthew Tortorice made the Motion to accept the Stop Signs at Brookhaven and Ryan Cir because the City Engineer submitted a letter approving the Stop Signs. Councilman Jonathan Ray seconded the Motion. The vote for the Motion was as follows: Councilman Jonathan Ray – YES Councilman Matthew Tortorice – YES Councilman James Chapman – NO Councilman Darius Crump – NO Mayor Jeffrey Wilson – YES Motion passed by majority rules. Mayor Pro-Tem Daryl McIntyre arrives at the meeting at 6:48 PM.  Mayor Jeffrey Wilson wanted Department Heads to address the Council. Interim Police James Thompson informed the Council that the taser have been received and that the Police Department has hired another Margaret Police Officer. The Council would like to meet the new Margaret Police Officer. Mr. Barker informed the Council of the numbers for the Inspections Department Mayor Wilson asked for any more comments: Councilman Jonathan Ray would like someone to contact the County concerning the center line striping of County Rd. 12. Councilman Matthew Tortorice wanted an update on Brookhaven Lane and Andrew Lane Mr. Barker informed the Council that Brookhaven Lane was completed and tested. Councilman James Chapman informed David Parrish of the Public Works Department that a limb on Elaine St. is causing a hinderance for vehicles passing under it. David Parrish will look into it. Councilman James Chapman made the Motion to adjourn. Councilman Jonathan Ray seconded the Motion. Motion passed unanimously.
