. City of Margaret September 20, 2022 6:05 P.M. In attendance: Councilman James Chapman, Councilman Matthew Tortorice, Councilman Jonathan Ray, and Mayor Jeffrey Wilson Absent: Mayor Pro-Tem Daryl McIntyre Prayer: Councilman Jonathan Ray Pledge of Alliances Mayor Jeffrey Wilson called Meeting to order Discussion Mayor Jeffrey Wilson asked for the approval to table Council Meeting Minutes from 9-6-2022. Councilman James Chapman made Motion to table the minutes from 9-6-2022. Councilman Darius Crump seconded the Motion. Motion passed unanimously. Councilman James Chapman made a Motion to table the telemetry Discussion. Councilman Darius Crump seconded the Motion. Motion passed unanimously. Councilman Darius Crump made the Motion to table the discussion of the Employee’s handbook until it is discussed in a workshop. Councilman James Chapman seconded the Motion. Motion passed unanimously. Councilman James Chapman made a Motion to pay all fees of the St. Clair County Commission. The fees are as follows: Central Dispatch $46,484.36 DEU $7,500.00 EMA $2,650.00 Adult Inmate housing $35.00 Councilman Matthew seconded the Motion. Motion passed unanimously. The Councilmembers picked their Top 4 candidates for the Chief of Police position: James Thompson Brian Scott Gary Carmichael Richard Bell The Council will announce when interviews will be conducted, at a later date. Councilman Jonathan Ray made a Motion for the Council to revisit the business license issuance fee increase. The Issuance fee will be increased from $10.00 to $14.00. Councilman Matthew Tortorice seconded the Motion. Motion is passed. (Councilman James Chapman stepped away from the desk). Mary Hargrove requested an extension for a variance which was granted to her and is about to expire. Mrs. Hargrove would like for her variance to be extended another year. Councilman James Chapman see no reason to deny the extension, but there will be no further extension after the year. Mrs. Hargrove will also have to pay the variance fee. Councilman James Chapman made the Motion to extend Mrs. Hargrove’s variance for another year with the follow stipulations: Mrs. Hargrove pays the variance fee and Mrs. Hargrove is aware that there will be no future extensions. Councilman Matthew Tortorice seconded the Motion. Motion passed unanimously. Mayor Wilson asked for any more comments: Councilman Matthew Tortorice would like for the City to look into charging rental companies for business licenses and an annual inspection fee. Councilman Matthew Tortorice would like for the City to look into doing improvements on the Margaret Sewer Plant. Councilman Jonathan Ray would like someone to contact builders about using Old Acton Rd. as a construction entry to Brookhaven Councilman James Chapman would like to look into getting someone to cut the City Cemeteries. Mayor Jeffrey Wilson will talk to Melvin about that issue. Interim Chief Thompson introduced the City’s new full-time Police Officer Fields. Janice McIntyre, President of the MCAC, addressed the Council about the Trunk or Treat which will be held on October 30 from 4PM – 6PM. The MCAC would like for all City departments to have a tent at this event. The City Clerk will get the Water Clerk to put the information about the Trunk or Treat on the water/sewer bills. MCAC would also like to schedule a workshop with the Council on October 5 @ 5PM. Councilman James Chapman would like for the City to look in the City’s Youth Association and letting Margaret Elementary run it. Councilman Jonathan Ray would like for the City to have personalized tents with each department for future events. Councilman Jonathan Ray made the Motion to adjourn. Councilman James Chapman seconded the Motion. Motion passed unanimously.
