. City of Margaret October 18, 2022 6:03 P.M. In attendance: Councilman James Chapman, Councilman Darius Crump, Councilman Matthew Tortorice, Councilman Jonathan Ray, and Mayor Pro-Tem Daryl McIntyre Mayor Jeffrey Wilson Absent: Prayer: Mr. Barker Pledge of Alliances Mayor Jeffrey Wilson called Meeting to order Discussion David Parrish addressed the Council about the telemetry system at the Margaret Sewer Plant. Mr. Parrish suggested that the telemetry system be updated using the sewer improvement money. Councilman Tortorice suggested using the American Rescue Plan Funds. Mr. Parrish has a bid which includes all lift stations for $109,750.00. Councilman James Chapman made a Motion to allow up to $125,000.00 to be taken out of the American Rescue Fund money for the telemetry system for the Margaret Sewer Plant. Mayor Pro-Tem Daryl McIntyre seconded the Motion. Motion passed with Councilman Jonathan Ray voting No. Councilman Matthew Tortorice made a Motion to table the employee Handbook. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Councilman Matthew Tortorice made a Motion to approve Mayor Jeffrey Wilson to spend up to $85,000.00 to purchase a control panel for the Margaret Sewer Plant. The money is to be taken out of the sewer improvement money. Mayor Pro-Tem Daryl McIntyre seconded the Motion. Motion passed with Councilman Jonathan Ray voting No. Council decided to hold interviews for Police Chief position on Monday October 24, 2022 from 5-7 PM. Councilman Matthew Tortorice made the Motion to approve Business License Fee Ordinance 2022-1007 which allows the business license issue fee to increase from $10.00 to $14.00. Mayor Pro-Tem Daryl McIntyre seconded the Motion. Motion passed unanimously. Councilman James Chapman made the Motion to approve Council Meeting Minutes for 9-6-2022. Councilman Matthew Tortorice seconded the Motion. Motion passed with Mayor Pro-Tem Daryl McIntyre abstaining due to being late to that meeting. Councilman James Chapman made the Motion to approve Council Meeting Minutes for 9-20-2022. Councilman Darius Crump seconded the Motion. Motion passed with Mayor Pro-Tem McIntyre abstaining due to being absent. Mayor Wilson would like for the Council to consider longevity one-time payments for employees for Christmas. David Parrish addressed Council about enforcing reinspection fees on sewer. The inspections fees are as following: 1st $75.00 2nd $100.00 3rd $125.00 And increments of $25.00 after the 3rd offense. The Council approved the Mayor Jeffrey Wilson to sign a retirement proclamation for Willie Holston, who is retiring from armed forces after 41 years of service. Councilman Jonathan Ray informed the Council that striping on CO. Rd 6 still had not been done. Mr. Barker informed Councilman Jonathan Ray that the County is supposed to be handling that issue. Councilman Jonathan Ray made the Council aware of the potholes in Hunters Crossing, Ridgefield and the back part of Rocky Ridge 500 block. Councilman Jonathan Ray inquired whether or not the public works department is compacting as we patch potholes. Mr. Parrish informed Councilman Ray, that we don’t have the equipment. Mayor Pro-Tem Daryl McIntyre suggested that all the Council Members look at the roads in their district and report back to the Council. Councilman Matthew Tortorice reported that Austin Tucker built a free book stand at the Margaret Pharmacy and would like to build another one at Wilson Park. Councilman Matthew Tortorice informed the Council that the road at Lakeside has been pulled up. Mr. Barker informed Councilman Matthew Tortorice that Big John is supposed to repair the road. Councilman Matthew Tortorice informed the Council that Dona has been working with Teja and Amanda to get the website up and running. Councilman Matthew Tortorice would like to work with City of Argo on their ATRIP Grant. Councilman James Chapman commended Officer Fields on being a great asset to the City of Margaret. Councilman Darius Crump informed the Council of the need for fencing around Dillard Park basketball goals, and the softball field needs to be redone. Councilman Darius Crump will get quotes and bring them back to the Council. Councilman James Chapman has heard no complaints on the police department. Councilman James Chapman wondered had any one approached the City about a CRO Officer. Freddie Parham inquired about the closing of basketball courts at Brookhaven Subdivision. Councilman Matthew Tortorice stated basketball courts should be reopening in another week or two. Councilman Ray made a Motion to allow spending up to $1700.00 for candy and hotdogs for the City’s Trunk or Treat. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Public works will purchase the sodas. run it. Councilman Jonathan Ray would like for the City to have personalized tents with each department for future events. Councilman Jonathan Ray made the Motion to adjourn. Councilman James Chapman seconded the Motion.
