. City of Margaret December 6, 2022 6:00 P.M. In attendance: Councilman James Chapman, Councilman Darius Crump, Councilman Jonathan Ray, Councilman Matthew Tortorice, Mayor Pro-Tem Daryl McIntyre Absent: Mayor seat is vacant Prayer: Mr. Barker Pledge of Alliance Meeting called to order Discussion Councilman James Chapman made the Motion to table the employee’s handbook until the next meeting. Councilman Matthew Tortorice seconded the Motion. Motion passed unanimously. Councilman James Chapman made the Motion to table the Eagle Scout’s project and the community garden until the next Council Meeting. Councilman Matthew Tortorice seconded the Motion. Motion passed unanimously. Chief David Parrish informed the Council that he, the City Engineer, and Isaac Howard will be coming up with sewer specs across the board. Councilman Jonathan Ray made the Motion to approve the City to pay full- time single coverage for all employees and to pay an additional $997.00 toward family coverage for all employees needing it. The Council will revisit the insurance premium as the rates increase. Councilman James Chapman seconded the Motion. The Motion passed unanimously. Councilman Matthew Tortorice made the Motion to approve the minutes for the 11-15-2022 Council Meeting. Councilman James Chapman seconded the Motion. The Motion passed with Councilman Darius Crump abstaining due to absence. Councilman Matthew Tortorice made the Motion to table the discussion on the Pendley plat change until the next council meeting and to give Mr. Barker time to talk to Mr. Pendley. Councilman James Chapman made the Motion to accept the resignation of Mayor Jeffery Wilson due to health issues. The resignation is dated 11-29- 2022, was received by Amanda Fulmer on 11-30-2022 by hand deliver; and received by Teja McIntyre on 12-2-2022. Councilman Matthew Tortorice seconded the Motion. Motion passed unanimously. The Council will take letters of intent until December 30, 2022. The letters will be opened at the work session on January 3, 2023 at 5:00 PM. The Council signed Resolution 2022-1115 concerning the essential pay for employees. Councilman James Chapman made a Motion to table the waterworks billing issue until the next meeting, in order for Amanda the water clerk to get answers to some concerns. Councilman Jonathan Ray seconded the Motion. Motion passed unanimously. Keith Hager, City Engineer asked the Council to consider letting a restaurant trying to tie on the sewer, pay over time with a up front payment of $3300.00. The Council does not have a problem. Harvey McWhorter would like for the City of Margaret to take over the railroad license because it will be no cost to the City. The Council would like confirmation that this is true before a decision is made. Mayor Pro-Tem Daryl McIntyre asked for any more comments: Councilman Ray would like for the more patrolling in Hunters Crossing at the storm shelter because of four wheelers. Councilman Matthew Tortorice made his intent for the mayor’s position public. Councilman Matthew Tortorice made the Motion to allocate $2600.00 to the City’s toys for kids’ program. Councilman Darius Crump seconded the Motion. Motion passed unanimously. The City will also detail the former mayor’s truck for the grand marshall of the Christmas parade.
