In attendance: Councilman James Chapman, Councilman Jonathan Ray,
Councilman Matthew Tortorice, Mayor Pro-Tem Daryl McIntyre
and Mayor Jeffrey Wilson
Absent: Councilman Darius Crump

Mayor Wilson called Meeting to order
Discussion
Councilman Matthew Tortorice informed the Council that the employee’s
handbook will be voted on at the next meeting.
Councilman Jonathan Ray made the Motion to pay employees the essential
worker’s pay with the same guidelines as last year, pending the guidance of
the City Attorney Erskine Funderburg. Mayor Pro-Tem Daryl McIntyre
seconded the Motion. The Motion passed unanimously.
The Eagle Scout’s project was tabled until the next Council Meeting.
The Community Garden Project is tabled until the next Council Meeting.
Chief David Parrish would like for the Council to set a standard for sewer
pumps because the current sewer pumps are failing. Harvey McWhorter of
Brookhaven Development Partners informed the Council that the pump
specs. change will increase cost for the builders. Councilman Jonathan Ray
feels these changes should have been implemented in the planning stage.
Councilman Jonathan Ray made the Motion to approve the minutes for the
10-18-2022 Council Meeting. Councilman Matthew Tortorice seconded the
Motion. The Motion passed unanimously.
Councilman Jonathan Ray made the Motion to approve the minutes for the
11-01-2022 Council Meeting. Councilman James Chapman seconded the
Motion. The Motion passed with Mayor Pro-Tem Daryl McIntyre abstaining
due to absence.
The discussion concerning, the ETA Kiosk, the Council would like to know,
whether or not the kiosk can be mounted outside for customer convenience
and whether or not the insurance will cover the kiosk being outside.
Mayor Pro-Tem Daryl McIntyre made a Motion to table the discuss on roads
needing repair per district. Councilman Jonathan Ray seconded the Motion.
The Motion passed unanimously.
Mayor Jeffrey Wilson informed the Council that the Public Works
Department is currently working on the drainage issue at Wilson Park.
Harvey McWhorter addressed the Council about transferring the railroad
license to the City, because the City doesn’t have to pay the license fee.
Harvey McWhorter informed the City, that he would still like to gift the City
with the land on Old Acton Rd. The land will be deeded to the City with no
stipulations
Harvey McWhorter informed the Council, that seal coat has been applied
to the following roads: Americana, Kent, Ross, Rockwell, and Hunter’s
Cove have been repaired as well. McWhorter would like for the City to
accept these roads.
Chief James Thompson informed the Council, that an officer has been
signed up for the mental health course.
Councilman Jonathan Ray would like for the City to look into benefits,
that will retain employees. The Council would like to ask City Attorney
Erskine Funderburg, whether or not the insurance premium can be paid
out of the American Rescue Fund. Mayor Pro-Tem Daryl McIntyre made
a Motion to table the discussion of the City paying some of the family
insurance premium. Councilman Jonathan Ray seconded the Motion. The
Motion passed unanimously.
Councilman Matthew Tortorice showed the Council, the comprehensive
plan for the City of Argo. Councilman Matthew Tortorice would like for
the City of Margaret to look into this as well.
Councilman Jonathan Ray made the Motion to adjourn. Mayor Pro-Tem
Daryl McIntyre seconded the Motion.
Meeting adjourned at 7:12 PM.
