. City of Margaret April 9, 2024 6:00 P.M. In attendance: Councilman James Chapman, Councilman Darius Crump, Councilman Matthew Tortorice, Councilman Jonathan Ray, Mayor Pro-Tem Daryl McIntyre, and Mayor Isaac Howard Absent: Prayer: Mr. Barker Pledge of Alliance The meeting was called to order Discussion: This meeting is a rescheduled meeting for the 4-2-2024 meeting because it was canceled due to inclement weather. Councilman James Chapman moved to table the discussion about the employee handbook. The Motion was seconded by Mayor-ProTem Daryl McIntyre. The council discussed the pay for all part-time employees. Councilman Darius wants equal pay. Councilman Jonathan Ray moved to pay part- time wages of $1.00 less than full-time employees. Motion fails for lack of second. Councilman Chapman made a Motion to pay part-time fire $14.00/hr. and part-time police $16.00/hr. Councilman Jonathan Ray seconded the Motion. The Motion ended with a tie. The Council agreed to give department heads time to present the Council with a grade and step system wage guide for raises in their department. The Council wants this to be presented at the first meeting in May. The Cummings variance came up for discussion. Councilman James Chapman moved to approve Mr. Cummings's relocation of a trailer older than ten years old to the City of Margaret in his district. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed with four yeses and two noes. Councilman James Chapman moved to table the discussion on redistricting until everyone has time to examine district maps closely. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed with four yeses and two noes. Councilman James Chapman moved to table Mr. Beverly’s proposal until the next Council meeting. Mayor Pro-Tem Daryl McIntyre seconded the Motion, which passed unanimously. Councilman Jonathan Ray moved to approve up to $60,000.00 a year in wages, a city vehicle, and full benefits for a sewer operator. Councilman James Chapman seconded the Motion, which passed unanimously. Councilman Jonathan Ray moved to approve Council Meeting minutes for 3-5-2024. Councilman Darius Crump seconded the Motion. The Motion passed with three yeses, one no, and two abstaining. Councilman Jonathan Ray moved to allow the City to provide an ADA portable restroom to Wilson Park. Councilman James Chapman seconded the Motion. The Motion passed unanimously. Councilman James Chapman moved to allow Public Works to purchase 200 meters from Southern Pipe for $53,400.00. Mayor Pro-Tem Daryl McIntyre seconded the Motion, which passed unanimously. The council talked about repairing Old Acton Road with tar and gravel. Councilman James Chapman informed the Council of a tree hazard on Levine Rd. A citizen also stated that there is a dangerous tree on County Rd. 6, right up from the entrance of the sewer plant. Councilman Matthew Tortorice has been discussing converting two model homes at the Brookhaven entrance into a third fire station. Mr. Barker stated that Charles Pendley is willing to repair the damaged spots on Clover Avenue. Councilman Jonathan Ray moved to change the rates for inspections as follows: Not ready was increased from $25 to $100.00 1st reinspection was increased from $20 to $75 2nd reinspection is $100.00 3rd reinspection is $150.00 Councilman Matthew Tortorice seconded the Motion. The Motion passed with five yeses and one no. Mayor Pro-Tem Daryl McIntyre moved to table the discussion on required footage for dwellings. Councilman Matthew Tortorice seconded the Motion. The Motion passed unanimously. Councilman Matthew moved to proceed with the pump and process and allocate up to $13,500.00 for Margaret Influent PS Panel. Councilman Darius Crump seconded the Motion. The Motion passed unanimously. Mayor Isaac Howard left the meeting at 7:45 PM. Councilman Matthew Tortorice moved to proceed with the P&M Mechanical bid of up to $7600.00. Councilman Jonathan Ray seconded the Motion. The Motion passed with four yeses, one no, and one absence. Mayor Issac Howard returned to the meeting at 7:48 PM to gather his belongings, then left the meeting permanently. Councilman Matthew Tortorice moved to accept Trinity Contractors' bid for a mini split on Public Works Annex Bldg. Councilman Darius Crump seconded the Motion. The Motion was tied with two yeses and two noes. Councilman Jonathan Ray moved to pay Robbie Dellinger $13,850.00 for doing the lightning at Fire Station 2. Councilman Matthew Tortorice seconded the Motion. The Motion passed with four yeses and one no. Councilman Jonathan Ray moved to approve bid number 101254 for a concrete pad on the backside of the fire station from Robbie Dellinger for $9250.00. Councilman Darius Crump seconded the Motion. The Motion passed with four yeses and one no. Councilman Jonathan Ray moved to approve PO 5296, $7550.00, to put a/c split units in the additional room in station 2 by Trinity Contractors. Councilman Matthew Tortorice seconded the Motion. The Motion passed with four yeses and one no. Clyde Beverly inquired about the speed bumps on Brookhaven Dr. Councilman Matthew Tortorice wants the speed bumps past the clubhouse. Clyde Beverly informed the Council that he wrote the proposal for M.E.E.D, not John Rea. Speed bump placement will be at the Levine & Scenic Crest intersection, where the speed bump is drawn on the pavement. Councilman James Chapman made the move to adjourn.
