In attendance: Councilman James Chapman, Councilman Darius Crump, Councilman Matthew Tortorice, Councilman Jonathan Ray, and Mayor Pro-Tem Daryl McIntyre Absent: Mayor Isaac Howard Prayer: Clyde Beverly Pledge of Alliance Adoption of Agenda The meeting was called to order Discussion: Joe Chapman from Cork, Hill, and Associates gave the Council an overview of the last fiscal year’s audit and informed the Council that the city’s audit was clean. Mayor Pro-Tem Daryl McIntyre moved to approve the minutes for the Council Meeting on 5-21-2024, subject to corrections. Councilman James Chapman seconded the Motion. The Motion passed with 3 yeses and 1 no. Mayor Pro-Tem Daryl McIntyre moved to approve the minutes for the Special Council Meeting on 5-28-2024 after correcting the mayor’s last name. Councilman Jonathan Ray seconded the Motion. The Motion passed with two yeses, one no, and two abstaining. Councilman Jonathan Ray asked Mr. Barker to get quotes on repaving Old Acton Rd. from Co. Rd. 6 to 7250 Old Acton Rd. because Trussville utilities are only willing to start repairing Old Acton Rd. from 7250 Old Acton on. Councilman James Chapman moved to table the Old Acton Rd discussion until the next Council Meeting on 8-20-2024. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed with four yeses and one no. Eddleman Homes presented a Plat for Sector 2 Phase I for preliminary plat approval. The Plat involves 49 more lots. Councilman James Chapman until the September meeting. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion failed due to non-majority. Councilman Matthew Tortorice moved to table the preliminary plat approval for Eddleman Homes until the August 20 th meeting. Councilman Darius Crump seconded the Motion. The Motion passed with three yeses and two noes. Pablo Hernandez’s mobile home from variance for a trailer over ten years old. Councilman Jonathan Ray moved to deny the issuance of a variance based on the City’s ordinance. Mobile Home Ordinance 06-1017 states a mobile home cannot be older than ten years. Valor Communities asked the Council for a variance of lot 51, Phase I. Valor Communities wants to extend their lot by one foot on each side. Councilman Matthew Tortorice moved to allow the variance with the conditions that a two-car pad is included on the lot. Councilman Darius Crump seconded the Motion. The Motion passed unanimously. Councilman Jonathan Ray moved to pay the ALM dues for $3052.00. Councilman Darius Crump seconded the Motion. The Motion passed unanimously. Councilman Jonathan Ray moved to pay the St. Clair Co Commission dues for the FY 2025. Councilman Darius Crump seconded the Motion. The Motion passed unanimously. The dues are: Central Dispatch $48,343.73 DEU $7500.00 EMA $2650.00 Adult Housing $40.00 Mayor Pro-Tem Daryl McIntyre moved to allow the City to pay for the Council to attend the ALM meeting from October 30, 2024, though November 1, 2024, at Perdido Beach Resort. Three-night hotel stay and allotted meals are included. Councilman James Chapman seconded the Motion. The Motion passed unanimously. Councilman Matthew Tortorice moved to table the budget planning discussion until two weeks from today. Councilman James Chapman seconded the Motion. The Motion passed unanimously. Councilman Matthew Tortorice talked about strategic planning. Councilman Matthew Tortorice talked about resource tracking. Counclilman Matthew Tortorice inquired about the council minutes on the website. Teja McIntyre the City Clerk informed Councilman Matthew Tortorice that minutes not approved could not be on the website. And once the were approved they will be placed on the website. Councilman Matthew Tortorice moved that the Council receive the council packages the Thursday before council meetings. The Motion failed due to lack of a second. Councilman Jonathan Ray moved to table the ADEM Sewer Plant inspection until the next meeting. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Mayor Pro-Tem Daryl McIntyre asked for any comments: Councilman Jonathan Ray made a Motion to suspend the rules to consider donating to St. Clair athletics. Council James Chapman seconded Motion. The Motion to suspend rules failed due because it was not unanimous. The council agreed that department heads have the authority to hire employees for their departments. Resident of Woodland Ridge updated the Council on the road situation in her subdivision. Clyde Beverly commended the Teja McIntyre on getting a clean audit. Clyde Beverly requested that the Council consider finding land and building a fire station near Brookhaven. Clyde Beverly would like to see a water plan put in place due to the water conservation restriction currently in place. Clyde Beverly would like for Mayor Howard to inquire about the different zip codes with the Probate Office. Councilman James Chapman moved to adjourn. Councilman Darius Crump seconded the Motion.
