. City of Margaret August 20, 2024 6:07 P.M. In attendance: Councilman James Chapman, Councilman Darius Crump, Councilman, Councilman Matthew Tortorice, Councilman Jonathan Ray, and Mayor Pro-Tem Daryl McIntyre Absent: Mayor Isaac Howard Prayer: Mr. Barker Pledge of Alliance Adoption of Agenda The meeting was called to order Discussion: Councilman James Chapman moved to adopt the agenda. Councilman Darius Crump seconded the Motion. The Motion passed unanimously. City Attorney noted that someone was taping and made the announcement that anyone that is videoing the meeting please remove your equipment. Councilman Matthew Tortorice objected to the prohibiting of taping. Councilman Matthew Tortorice was escorted out of the meeting @ 6:13 PM by Chief Anthony Fields. Councilman Matthew Tortorice returned to meeting to retrieve his second recording device @ 6:15 PM. Trussville Utilities is not doing anything to Old Acton Rd. until October. Eddleman Homes discussed a preliminary plat for Sterling Place Phase 1 which involves 49 lots and an access point road using Sanie Rd. Councilman Chapman doesn’t feel that the City of Margaret has the infrastructure for the Eddleman Homes because of the water conservation notice issued this summer. Keith Hager the city engineer informed the Council that the plat meets the subdivision rules and regulations. Councilman Jonathan Ray moved to approve the preliminary plat for Eddleman Homes which involves 49 lots with an access road on Sanie Rd. Councilman Darius Crump seconded the Motion. The Motion failed due to tied vote because of fire, police, and water concerns. Councilman James Chapman moved to table budget planning discussion until the next meeting. Councilman Darius Crump seconded the Motion. The Motion passed unanimously. Councilman James Chapman moved to approve minutes as written. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed with three yeses. Councilman Crump moved to approve minutes 7-2-2024 as written. Councilman James Chapman seconded the Motion. The Motion passed with three yeses and 1 abstaining. Councilman James Chapman moved to approve minutes 8-6-2024 as written. Councilman Jonathan Ray seconded the Motion. The Motion passed unanimously. Keith Hager the city’s engineer would like to meet with neighboring engineers concerning roads. Councilman Jonathan Ray moved authorize Keith Hager city’s engineer to meet with other engineers to bring analysis as pertaining to roads and water. Mayor Pro-Tem Daryl McIntyre seconded the Motion. The Motion passed unanimously. Asst. Fire Chief Brandon Frazier informed the Council that the fire department needs more fire trucks. Some trucks are over 29 years old and some trucks are 20-21 years old. Asst. Chief Brandon Frazier had four quotes: HME-Ahrens Fox SFO $628,819.00, HME-Ahrens Fox SF22 $643,083.00, US Fire Apparatus Commercial 1500 GPM $509,301.00, and 2024 US Fire Kenworth Commercial Pumper Tanker $834,400.00. Asst. Fire Chief Brandon Frazier informed Council that the decision about the $180,000.00 radio grant will not be known until October 2024. The new school road will not be paved by the board of education until January 2025. Brookhaven HOA President Archantria Stringer spoke with Council about putting up stops signs on Kent and Hathaway in Brookhaven. The parking in Sterling Place will have to be addressed by their HOA. Councilman James Chapman moved to amend the agenda. Councilman Darius Crump seconded the Motion. The Motion passed unanimously. City Attorney Erskine Funderburg read the resignation letter of Mayor Isaac Howard received at 8-20-2024 at 9:05 AM with the effective date 8-26-2024. Councilman James Chapman moved to accept the resignation of Isaac Howard as mayor only if the effective date is changed to midnight on 8-20-2024. Councilman Darius Crump seconded the Motion. The Motion passed unanimously. Councilman James Chapman moved to adjourn. Councilman Darius Crump seconded the Motion.
