In attendance: Councilman Matthew Tortorice, Councilwoman Sandra Cook,
Councilman Darius Crump, Mayor Pro-Tem James Chapman
and Mayor Daryl McIntyre
Absent: Councilman Jonathan Ray

Pledge of Allegiance
Meeting was called to order by Mayor Daryl McIntyre. A roll call was made and
a quorum was declared.
A motion was made by Mayor Pro-Tem James Chapman to adopt the written
prepared agenda. Councilman Darius Crump seconded the motion. A vote was
had and the agenda passed unanimously.
Upon recommendation made by Keith Hagar regarding the Brookhaven Dr.
paving project, Councilman Matthew Tortorice made the Motion to move ahead
with the bidding process for the project. Mayor Daryl McIntyre seconded the
Motion. The vote passed unanimously.
Councilman Matthew Tortorice made the motion to suspend the rule on the
Clover St. paving project. Mayor Daryl McIntyre seconded the motion. The vote
to suspend the rule was unanimous.
Councilman Darius Crump made the motion to spend up to $44,000.00 to repair
Clover St., Shelby St., and part of Woodland Terrace as identified in the Massey
Asphalt Paving proposal dated 3/4/2025. Councilwoman Sandra Cook seconded
the motion. A vote was had and passed unanimously.
Mayor Pro-Tem James Chapman made the motion to approve $60,000.00 for
repairs to include two places on S. Hillcrest Rd. and a spot on Michael St. Mayor
Daryl McIntyre seconded the motion. A vote was had and passed unanimously.
Councilman Darius Crump made the motion to spend up to $160,000.00 for
Kenwood radios (ten for fire/ten for police) per quote (#73446 dated 2/24/2025)
by Redbeard Solutions. Councilman Matthew Tortorice seconded the motion. A
vote was had and passed unanimously.
Mayor Daryl McIntyre made the motion to approve the Minutes for 2/18/2025
subject to a couple of wording changes regarding the redistricting map (change
‘accept’ to ‘adopt’ and change ‘with four yeses and one no’ to ‘unanimously’.
Councilwoman Sandra Cook seconded the motion. The vote was approved
unanimously.
Councilwoman Sandra Cook made a motion to approve $7900.00 to repair police
vehicle per Dewey Barber Chevrolet quote. Mayor Pro-Tem James Chapman
seconded the motion. A vote was had and passed with four yes and one no.
Councilman Darius Crump brought up need for repairs at fire station 2. Brandon
will get a quote for roof repairs. If more than $30,000.00, he will need to get
more than one quote.
Councilman Matthew Tortorice made the motion to give hourly employees a
fifteen percent increase. Councilman Darius Crump seconded the motion. A vote
was had with two yes and three no votes. Motion did not pass.
The meeting was adjourned at 7:45 p.m.
