City of Odessa Planning and Zoning Commission Minutes - September 21, 2023 Submitted by Ruth Beamer, Secretary The City of Odessa Planning and Zoning Commission met in a regular session at 7:00 p.m., September 21, 2023, at the Odessa Community Building. Ruth Beamer, secretary, Mary Bertram, and Bill Hunt, commissioners were present. Marty McDermed, chair, and Matt Modlin, co-chair, joined the meeting by phone. Also present were Christi Dickey, administrative Coordinator, Odessa Community Planning, and Harley Todd and Danette Iman, Heritage Realty. Roll Call: McDermed called the meeting to order at 7:02 p.m. with a roll call (see above for those present). Vicki Pavlowsky and Jo Ann Quigley, commissioners, were absent. MINUTES: On a motion by Bertram, seconded by Hunt, minutes of June 15, 2023, were approved unanimously. PUBLIC COMMENT on AGENDA ITEMS: Todd spoke briefly to present his request for the Lot Split covered under new business below. BOARD and STAFF COMMUNICATIONS: None REQUEST FOR ITEMS TO BE PLACED ON THE AGENDA: None OLD BUSINESS: None NEW BUSINESS: A. A request by Heritage Investments for a lot split of Lot 13, Blk 4 Patterson and Smiths Addition, located at 414 South 3rd St, as presented by Todd, was, on motion by Beamer, seconded by Bertram, approved unanimously. B.
