Planning and Zoning Commission Regular Meeting

City of Odessa Planning and Zoning Commission Minutes - November 16, 2023 Submitted by Ruth Beamer, Secretary The City of Odessa Planning and Zoning Commission met in regular session at 7:00 p.m. and to hold a public hearing on October 19, 2023, at the Odessa Community Building. Present were Marty McDermed, chair, Ruth Beamer, secretary, and Mary Bertram, Bill Hunt, Vicki Pavlovsky, and Jo Ann Quigley, commissioners. Matt Modlin, co-chair, joined via phone. Also present were Christi Dickey, Administrative Coordinator, Odessa Community Planning, and Hannah Spaar, THE ODESSAN. Roll Call: McDermed called the meeting to order at 7:00 p.m. MINUTES: After a correction of the spelling of Pavlovsky, she moved, with a second by Modlin, to approve the minutes of October 19, 2023. Motion carried. PUBLIC COMMENT on AGENDA ITEMS: No members of the public were in attendance. PUBLIC HEARING: McDermed opened a public hearing at 7:01 p.m. on a request by the City of Odessa for a zoning change of 310 S. 1st. Street (R1 Single Dwelling) to R3 (Multi-family Dwelling). The property is the site of the 1912 School Building. Notice had been sent to property owners within 185 feet of the site; none were in attendance to speak for or against the change. The hearing closed at 7:10 p.m. After a short discussion on the pros and cons of creating additional multi-family housing within the city, McDermed moved, with a second by Bertram, to recommend approval of the re-plat to the Board of Aldermen. Motion carried 5-1, with Hunt voting in opposition. BOARD and STAFF COMMUNICATIONS: None REQUEST FOR ITEMS TO BE PLACED ON THE AGENDA: None OLD BUSINESS: None NEW BUSINESS: Re-Plat of Block 4 Patterson and Smiths Addition - A request by Danette Iman for a re-plat of Lot 11, 12, 13 Patterson and Smiths Addition on motion by Hunt, seconded by Modlin, passed unanimously.
