Barner Shawna Davis, City Administrator Josh Thompson, Police Chief Karen Findora, City Clerk Amy Finch, Finance Director PUBLIC IN ATTENDANCE Hannah Spaar, The Odessan Alderman Collin Carrigan Alderman Mike Plachte Alderman Bob Carey WELCOME & OPEN REMARKS Shawna Davis, the City Administrator, welcomed the group and informed them that the topic of discussion would be financing. Ms. Davis displayed the mission statement and goals for the group to review. Everyone agreed with how each was stated. Open dialog was discussed on the previous presentation. Seth Howerton inquired about the number of officers on duty at all times and asked how many officers would be required to transport someone taken into custody to Lexington. Additionally, he requested information about the financial cost involved in that transportation. Josh Thompson, Chief of Police stated that he has four (4) officers at the schools during school hours. On any normal day there are a total of six (6) officers on duty with four (4) of those officers at the schools. The City of Odessa has a total of fourteen (14) sworn full- time officers that includes the Chief of Police. Chief Thompson stated that when it comes to cost to transport that cost is $50.00 a night per inmate, even if the inmate is there for only 10 min. to bond out. With our own facility we could process without that cost. Chief Thompson informed the group that he would provide the total financial cost to transport to Lexington at the Thursday, December 5th meeting. Page 1 of 3 Marlon Dyer inquired whether the SRO (School Resource Officers) are exclusively assigned to the school or if they also perform regular police duties. Chief Thompson clarified that 99% of the time, the SROs are focused on monitoring the schools. They complete their annual training and take vacations during the summer. However, there are always officers on duty 24/7, 365 days a year. Reserve Officers are available to cover for officers on vacation or sick leave and occasionally attend special city events. James Krahenbuhl inquired about whether the Highway Patrol utilizes the city police facility and its equipment. Chief Thompson responded that outside agencies, including the prosecutor's department, Highway Patrol, and family services, regularly use the police department. Our local police facility houses the technology these outside agencies need, such as digital fingerprint equipment and breathalyzers. However, the facility is not equipped for victim interviews, as there is no designated private space available. Bruce Whitsitt requested that the group take a tour of the Oak Grove Police facility. Chief Thompson stated that he would reach out to them. Tom Casey inquired about the total amount paid to the Police Facility Design Group for the preliminary design and the facility needs study. Ms. Davis will provide the total cost at the meeting on Thursday, December 5th. Additionally, Chief Thompson will present the contract for the group's review at the same meeting. NOMINATE CHAIRMAN Tom Casey recommended the nomination of James Krahenbuhl as Chairman of the Police Facility Focus Group, seconded by Dawn Boyer. The motion carried unanimously with 8 ayes and 0 noes. (Votes not included James Krahenbuhl, Nate Holt (zoom), and Anita Anderson (absent)) CITY FINANCES Amy Finch, Finance Director provided an overview of city funds explaining budgeted revenue and expenses, the general fund, special revenue, and enterprise funds. Ms. Finch informed Bruce Whitsitt that she would provide the requested sales tax projections at the next meeting on Thursday, December 5th. Max McLiney from McLiney and Company discussed funding sources for the public safety sales tax and assessed the debt capacity. Several questions were asked by the group. USDA Loan Program Andrew Fisher, a Community Programs Specialist, discussed the USDA loan program and outlined the application process. Page 2 of 3 GRANT OPPORTUNITIES Chief Thompson discussed the grant opportunities available through FEMA and SEMA, as well as the ARPA First Responder CIIEG program.
