WELCOME & OPEN REMARKS
Mayor Barner welcomed and thanked the group for their participation and dedication to
the Police Facility Focus Group. He stated that he and the city staff are committed to
providing the group with all the necessary information, resources, and tools needed to be
successful in this endeavor. They are dedicated to doing this without imposing any bias
during deliberations, allowing the group to arrive at their own conclusions.
Each member introduced themselves, providing their history with Odessa and explaining
why they chose to be included in the group.
REVIEW OF GROUP PURPOSE AND PROCESS / CALENDAR
Shawna Davis, the City Administrator, stated that the city staff is available as a resource.
If the group feels they lack sufficient information on a particular topic, the staff will ensure
that the necessary information is provided. While city staff is present to facilitate the
meeting, the group is free to discuss and problem-solve any topics they choose. Ms. Davis
stated that the overall goal of the group is to produce a recommendation that everyone
can agree on and sign off on, which will be presented to the board on what is best for the
community in regards to a public safety facility.
Police Chief Josh Thompson outlined the calendar of events, detailing what attendees
can expect at each meeting and highlighting key areas of focus. He encouraged

participants to discuss the challenges and limitations of the current police facility and to
identify specific areas for improvement. Chief Thompson also emphasized the importance
of sharing perspectives and concerns. Additionally, he informed the board that all
meetings are recorded and available on Zoom and YouTube. He welcomed public
attendance and input at the meetings.
PRESENTATION BY ARCHITECT – PRELIMINARY DESIGN/FACILITY NEEDS
STUDY
James Estes from the Police Facility Design Group provided a comprehensive overview
of both the initial design study and the needs assessment study that was conducted for
the recent proposed facility.
MISSION STATEMENT & GOAL SETTING
Shawna Davis, City Administrator, shared a draft mission statement with the Police
Facility Focus Group and asked the group for their input to refine it. After discussing their
feedback, the group developed a finalized mission statement. Ms. Davis encouraged the
group to brainstorm and propose specific goals to guide their work. The members
discussed various ideas and agreed on four (4) goal statements. Both the mission
statement and the goals will be presented at the upcoming meeting on November 19th.
Marlon Dyer left the meeting at 8:00 p.m.
GROUND RULES
Karen Findora, City Clerk, discussed the proposed ground rules and meeting procedures,
as well as the selection of a chairperson. Bruce Whitsitt, a member of the focus group,
questioned whether the group would be following the Missouri Sunshine Law and Robert's
Rules of Order. Ms. Findora clarified that while the group would adhere to the Missouri
Sunshine Law's meeting requirements, Robert's Rules of Order would not be included,
as the meetings are not structured in that manner. Ms. Findora informed the group that
that at the next meeting they would nominate a member to be chair, whom will be
reporting to the Board of Aldermen.
