CITY COUNCIL WORK SESSION MINUTES CITY OF ODESSA, TEXAS February 2, 2021 On February 2, 2021, a work session meeting of the Odessa City Council was held at 3:00 p.m., Odessa, Texas. Due to the COVID-19, the meeting was teleconferenced, as allowed by the Governor’s executive order. City Council was present through teleconference. City Council present: Mayor Javier Joven; Council members: Mark Matta, District One; Detra White, District Three; Tom Sprawls, District Four; Mari Willis, District Five; and Denise Swanner, At-Large. City Council absent: Council Member Steven Thompson, District Two. Others present: Michael Marrero, City Manager; Norma Aguilar-Grimaldo, City Secretary; Natasha Brooks, City Attorney; Cindy Muncy, Assistant City Manager; Phillip Urrutia, Assistant City Manager; and other members of City staff. A quorum being present, Mayor Joven called the meeting to order and the following proceedings were held: Mayor Joven gave the invocation. Discussion regarding Payroll Protection Program (PPP) from a Frost Bank representative. Cristal Villegas, Frost Bank, stated the PPP was a program to help businesses with the payroll of employees. The business must show a comparison on reduction on gross receipts. The loan was a 1% interest rate for a five-year maturity loan. No type of collateral was required. The deadline for the program was March 31 or until the funds were no longer available. There was a percentage of funds that would be allocated to minority businesses. Mr. Marrero asked if the requirements were changed as not all businesses were able to qualify. Ms. Villegas reviewed the requirements but not much changed with the requirements. Consider award of contract for 2021 HA5 – High Density Mineral Bond Seal. Yervand Hmayakyan, City Engineer, stated that the high-density mineral bond was for preventive maintenance on the streets. The material would be used on low use streets and that have not been seal coated in several years. The project would seal 82,000 square yards, about 3.7 miles on residential streets. The cost was $252,641.49. Council member Sprawls asked about 100th St. which was a new street. Mr. Hmayakyan stated that the street was about five years old. The material lasted longer when applied on early years of the street. Tom Kerr, Director of Public Works/Utilities, stated that with early treatment it would take more wear. Consider economic development agreement between Odessa Development Corporation and Odessa College Foundation. Wesley Burnett, Director of Economic Development, stated that the request was for workforce training. The Compliance Committee reviewed the application. There would be 44 jobs and 16 new jobs. The payroll was over $1 million. The ODC recommended approval for a $5 million grant over five years. Dr. Gregory Williams, Odessa College President, stated that the project was $40 million that would create jobs and produce students working in the health science field. Other donors pledged their support. The project would break ground in the fall and would take three years to complete. Odessa College has $29 million for the project. Council Work Session Minutes February 2, 2021 Page 2 Consider amending the 2020-21 budget by appropriating an additional $102,536.92 for the cost of the General Election and Runoff Elections. Mrs. Grimaldo stated that the general and runoff elections had a total cost of $192,536.92. Increased costs included rising cost of holding an election, additional four early voting days ordered by Governor Abbott and COVID personnel and kits. There was a higher number of mail ballots requested. The resolution would amend the budget for $102,536.92. Consider a resolution of support for an application to the Texas Department of Housing and Community Affairs for 2021 Competitive 9% Housing Tax Credit for Woodcrest Apartments. Mr. Marrero stated that RISE Residential Construction applied for 9% at risk tax credit. The site was the Woodcrest Apartments. The residents would be moved to other units and the structure would be demolished. The new building would have 74 new units. The contractor was responsible for the relocation cost of the families and moving back into the new building. Phil Fisher, Sonoma Housing, stated that the objective was to provide efficiency housing that would be subsidized by the federal government. The rental subsidized would expire in 24 months. The construction would include a new clubhouse, amenities and a modern look within standards and codes. It would help serve the low and moderate-income families. Construction would begin in the fall with a construction time of 12 – 14 months. Families would be moved back in within 9 to 12 months. The outside amenities would be constructed in the last few months. Council member Sprawls asked what caused the decrease in HUD projects. Mr. Fowler stated that the owner opts to sell at market rate. Mr. Marrero stated the project would extend the life of affordable housing. Motion was made by Council member White and seconded by Council member Swanner to adjourn the meeting. OC proposes to build a new 83,000 square foot Health Sciences Building equipped with state-of-the-art simulation technology. The total capital investment will be $39.7 million. OC will retain 44 jobs and will add 16 more jobs during the term of the agreement. Over the next 5 years this will translate in to approximately $1,086,000 in annual payroll. In November, Council appropriated an additional $25,000 for the cost of the Runoff Election. The Elections' cost exceeded the total budgeted amount of $90,000. The total cost of the two elections was $192,536.92. The cost is part to the rising costs of holding elections. It also included increase in additional early voting days ordered by Governor Abbott, COVID personnel, and COVID kits. The cost exceeded the budgeted amount by $102,536.92. SUMMARY Support of this resolution will assist RISE Residential Construction L.P., in applying for tax credits for the redevelopment of the Woodcrest Apartments which is an affordable rental housing complex located at 2550 W. 8th Street. RISE Residential Construction L.P plans to demolish and rebuild the existing apartments which are over 40 years old. The redevelopment of this property will extend and preserve the rental subsidy from HUD and gives the neighborhood and residents a new attractive modern housing development. The residents are protected by the Federal Relocation Act and State regulations which prohibits permanent displacement of residents.
