CITY COUNCIL MINUTES CITY OF ODESSA, TEXAS February 9, 2021 On February 9, 2021, a regular meeting of the Odessa City Council was held at 6:00 p.m. in Odessa, Texas. Due to the COVID-19, the meeting was teleconferenced, as allowed by Governor Abbott’s executive order. The City Council was present through teleconference. City Council present: Mayor Javier Joven; Council members: Mark Matta, District One; Tom Sprawls, District Four; Mari Willis, District Five; and Denise Swanner, At-Large. City Council absent: Council members Steven Thompson, District Two and Detra White, District Three. Others present: Michael Marrero, City Manager; Norma Aguilar-Grimaldo, City Secretary; Natasha Brooks, City Attorney; Phillip Urrutia, Assistant City Manager; Cindy Muncy, Assistant City Manager; and other members of City staff. A quorum being present, Mayor Joven called the meeting to order and the following proceedings were held: The invocation was given by Pastor Shay Lane, River of Hope, and followed by the Pledge of Allegiance and Texas flags. CONSENT AGENDA ITEMS A. City Council minutes, January 26, 2021; B. City Council work session minutes, February 2, 2021; C. Ordinance No. 2021-07 - Original zoning request Republic Munitions, LLC, owner, for Light Industrial (LI) on a 2.6-acre tract in Section 25, Block 42, T-2-S, T&P Ry. Co., Odessa, Ector County, Texas (northeast of the intersection of Meadow Ave., and Pearl St.); D. Ordinance No. 2021-08 – Request by The Permian Oasis, lessee, Mark Wu, owner, for a specific use permit to operate a halfway house in a Light Industrial (LI) District on Lots 9-27, Block 2, Industrial Site Addition (155 SE Loop 338); E. Resolution No. 2021R-09 – Amending the 2020-2021 budget by appropriating an additional $102,536.92 from the General Fund for the cost of General and Runoff elections. Motion was made by Council member Sprawls seconded by Council member Matta to approve the consent agenda. The motion was approved by the following vote: Aye: Joven, Matta, Sprawls, Willis, and Swanner Nay: None Council Minutes February 9, 2021 Page 2 OTHER COUNCIL ACTION RESOLUTION Resolution No. 2021R-10 - Award contract for 2021 HA5- high density mineral bond seal for $252,641.49. Yervand Hmayakyan, City Engineer, stated that the high-density mineral bond was designed to be used on low volume streets. The project would seal 82,000 square yards with a cost of $252,641.49. Motion was made by Council member Willis seconded by Council member Swanner to approve the resolution. The motion was approved by the following vote: Aye: Joven, Matta, Sprawls, Willis, and Swanner Nay: None Resolution No. 2021R-11 - Support for an application to the Texas Department of Housing and Community Affairs for 2021 Competitive 9% Housing Tax Credits for the Woodcrest Apartments. Mr. Marrero stated that the support was for the Woodcrest Apartments that was 40 years old in West Odessa. RISE Residential Construction was applying for 9% taxing credit that would provide relocating applicants and moving back to Woodcrest to the rebuilt the housing complex. Bill Fisher, Sonoma Housing, stated that it was an opportunity to improve living conditions and provide rental subsidy to low and moderate income families. The housing complex would be modern efficient housing and adding amenities including a fitness center, club house and pool. Council member Willis stated it was in District 5 and it would enhance the area as it was good for the neighborhood. Mr. Fisher stated the award would be in July with construction to begin this year. RISE had done many developments. The complex would be completed 15 to 18 months, the middle of 2023. Motion was made by Council member Willis and seconded by Council member Sprawls to approve the resolution. The motion was approved by the following vote: Aye: Joven, Matta, Sprawls, Willis, and Swanner Nay: None Resolution No. 2021R-12 - Odesa Development Corporation and Odessa College Foundation, Inc. economic development agreement. Wesley Burnett, Chamber of Commerce Economic Development Director, stated that Odessa College was building a health science building with a $39.7 million capital investment. The project would retain 44 jobs, 16 new jobs and payroll over $1 million. The ODC approved a $5 million grant to be paid over five years. Dr. Gregory Williams, Odessa College President, stated that this would educate students. He thanked the ODC and City for its support. Motion was made by Council member Sprawls and seconded by Council member Willis to approve the resolution. Mayor Joven stated that people were having a hard time getting through with the phone number to make appointments for the booster shots. The hospital would be adding more lines and the issues were being addressed. Mr. Marrero stated that Medical Center Hospital was working to rectify the issues. The City staff was concentrating on the initial shot. Devin Sanchez, Director of Communication, reported that the vaccination would be offered on Sunday, February 21 from 9 a.m. to 3 p.m. Appointment of Boards.
