CITY COUNCIL WORK SESSION MINUTES CITY OF ODESSA, TEXAS November 16, 2021 On November 16, 2021, a work session meeting of the Odessa City Council was held at 3:00 p.m., Council Chamber, fifth floor, City Hall, 411 W. 8th St., Odessa, Texas. City Council present: Council members: Mark Matta, District One; Steven P. Thompson, District Two; Detra White, District Three; Tom Sprawls, District Four; Mari Willis, District Five; and Denise Swanner, At-Large. City Council absent: Mayor Javier Joven. Others present: Michael Marrero, City Manager; Norma Aguilar-Grimaldo, City Secretary; Natasha Brooks, City Attorney; Cindy Muncy, Assistant City Manager; Phillip Urrutia, Assistant City Manager; and other members of City staff. A quorum being present, Mayor Pro Tem Sprawls called the meeting to order, and the following proceedings were held: Mayor Pro Tem Sprawls gave the invocation. Fire Stations #6 and #9 construction update. John Alvarez, Fire Chief, reported that Fire Station #6 construction was going well with the completion date of July 2022. MW Builders was proactive with the project and there were no major change orders. He stated Station #9 was on-going with electrical, plumbing, and mechanical work. The completion date was extended to April 13. He stated that overall, the projects were within budget. He reviewed the expenditures. Station #6 was larger than Station #9. Council member Willis asked that pictures of the progress be provided on the City’s website. Chief Alvarez stated that the artwork for Station #9 was secured. The artwork for Station #6 would be finalized soon. There was a process for selecting the art through Odessa Arts. He reported on the status of the apparatus. Microsoft licensing agreement. Mike Parrish, Director of Information Technology, stated that the agreement was for the Microsoft licensing that included operating and desktop. The cost was $408,228. Changes to modify Section 12-2-5 – One-way streets and alleys of the City Code. Hal Feldman, Traffic Engineer, stated that there was a sight distance issue for the southbound drivers on the east of Tom Green alley. He recommended to make a one-way alley northbound. PSA with Newton Engineering PC for designs of 31st and Tanglewood roadway reconstructions. Mr. Feldman stated that the Newton agreement was for the design of 31st St. and Tanglewood. The design work would take six months for a cost of $190,000. PSA with Landgraf, Crutcher and Associates for design of Crane Ave. reconstruction. Mr. Feldman stated that the agreement was for the design of Crane Ave. from 2nd St. to Pool Road. The design work would take six months for a cost of $180,660. He stated that any portion of the sidewalks of reconstruction would be repaired but no new installation of sidewalks. Council Work Session Minutes November 16, 2021 Page 2 Purchase three side load refuse trucks for Solid Waste. Mr. Urrutia stated that the three refuse trucks were for the dumpsters for commercial and residential pick up. The total cost was $836,019. There was a 9.3% cost increase due to materials. Purchase two automated side load refuse trucks for Solid Waste. Mr. Urrutia stated that the two side load refuse trucks were for the carts. He explained the truck type for a cost of $762,914. The two trucks would be additions to the fleet. He reviewed the number of pickups per day. One City Council meeting for the month of December 2021. Mr. Marrero stated that tradition has been to have one meeting in December. The Council meeting would be held on December 14. Motion was made by Council member Thompson and seconded by Council member Swanner to adjourn the meeting. There is a sight distance issue for southbound drivers in the alley attempting to enter University Blvd. It is proposed to make this a one-way northbound alley to eliminate this traffic condition. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL FOR THE CITY OF ODESSA, TEXAS Section 1. That the Odessa City Code Chapter 12 “Traffic and Vehicles,” Article 12- 2 “Operation of Vehicles” Section 12-2-5 “One Way Streets and Alleys” is hereby amended by adding the following: Sec. 12-2-5 One-way streets and alleys The following streets and alleys are limited to one-way traffic, and such other streets and alleys as designated by the city council by ordinance: ADDING: Tom Green Avenue. The north-south alley east of Tom Green Avenue, from University Boulevard to 29th Street, with northbound vehicular traffic. Section 2. That should any section, clause or provision of this ordinance be declared by a court of competent jurisdiction be invalid, the same shall not affect the validity of this ordinance or any other ordinance of the city as a whole or any part thereof, other than the part so declared to be invalid. Section 3. That any person violating the provisions of this ordinance shall be deemed guilty of a misdemeanor and shall be punished by a fine not exceeding $200.00 as provided in Section 1-1-9, “General Penalty”, Odessa City Code, which section is adopted by reference and made a part hereof.
