Be it said and remembered that at 1:30 p.m. on the 6th day of October 2022 there
came on and was held a Planning and Zoning Commission meeting in the Council
Chambers, 5th Floor, 411 W. 8th St., Odessa, Texas.

The minutes of the of the September 15, 2022, Planning and Zoning Commission
meeting were approved, motion for approval being made by Member, Tercero
seconded by Member Earls, with the vote being a unanimous “aye”
CASE FILE NO. 2022-53-P (Approved with Conditions)
Consider approval of the short form plat of Estates at 87th, 2nd Filing,
being a 2.68-acre tract of land located in Section 38, Block 42, T-1-S,
T&P Ry. Co, Ector County, Texas (south of the intersection of Evans
Blvd. and E. 87th St.)
Ms. Quimiro gave the following presentation: The site is currently zoned Retail (R)
and is currently vacant. Land use in the area consists of multi-family development to
the south, commercial development to the west and vacant land to the east and
north.
The applicant is Odessa Housing Finance Corporation, owner, LCA, consultant, and
the purpose of the short form plat request is to create one (1) lot for ownership and
development purposes.
A platting conference was held September 27, 2022, with the applicant’s consultant
and city staff present.
Staff Comments:
-- A blanket refuse collection easement is noted on the plat.
-- Ownership and original tax certificates need to be submitted prior to filing the
plat.
-- Water and sewer are available for extension. No pro rata is due.
-- Drainage report needs to be submitted. This tract is not in a special flood
hazard area

-- Add a note to the plat that the driveway needs to line up with Evans
Boulevard.
-- An additional signal pole and arm for northbound traffic needs to be installed.
Send plans for City review and acceptance.
-- Any work in the right of way or easements will require a permit from the
Engineering Division and must comply with current City Ordinances and
policies.
Staff recommends approval with conditions and requests Commission action with
the following conditions:
1. Water plans need to be submitted for review and acceptance. (Public Works)
2. Prorata for 87th St. ($64,545.17) is due prior to filing the plat. (Public Works)
3. An Improvements Agreement will be required. (Public Works)
4. A Blanket Refuse Collection Easement Agreement will be required. (Public
Works)
Ms. Quimiro asked if there were any questions for staff. Chairman Peacock asked if
this would be affordable housing. Ms. Quimiro replied that the latest information
provided stated it would be a convenience store with a carwash. Chairman Peacock
asked for a discussion or a motion. Member Coots abstained from the vote because
she is a member of the Odessa Housing Finance Committee Board. Member Tercero
moved to approve the item as presented.
Member Earls seconded the motion, with the vote being with the vote being three,
yes and one abstention. The motion was approved
CASE FILE NO. 2022-54-P (Approved with Conditions)
Open a public hearing to consider approval of Parks Estates, 6th Filing,
being a replat of Lot 9, Block 1 Parks Estates 5th Filing located in Sections
9 and 10, Block 41, T-2-S, T&P R.R. Co Survey, City of Odessa, Ector and
Midland County, Texas (southwest of the intersection of E. Dorado Dr.
and N. Faudree Rd.)
Ms. Quimiro made the following presentation: The property involved in this replat
request is located southwest of the intersection of E. Dorado Dr. and N. Faudree Rd.
The site is currently zoned Planned Development-Light Commercial District (PD-LC)
and the land is vacant. Land use in the area consists of multi-family development to
west and south, commercial development to the north and golf course to the west.
The applicant is Forrest Hermanos, LLC, owner, Newton Engineering, agent, and the
purpose of the replat is to create seven (7) lots to facilitate development of
retail/commercial development.
A platting conference was held September 27, 2022, with the applicant’s consultant
and city staff present.
Staff Comments:
-- Ownership and Tax certificates are needed prior to filing the plat.
-- A Blanket Refuse Collection Easement is noted on the plat.

-- The drainage flume across Lot 14 is being relocated. Submit construction plans
to relocate the concrete flume for review and acceptance.
-- Water & Sewer need to be extended to serve all lots. Submit construction plans
for review and acceptance.
-- Proposed driveway spacing does not meet TxDOT standards. The original plat
had restricted development to one driveway off Faudree. City staff is open to
adding an additional driveway and will work with the consultant is closer to
TxDOT standards.
-- Provide the recording information for the Southwestern Bell easement release.
-- Provide the off-site easement from Prevarian for the water extension.
-- The plat will need to be filed in both Ector and Midland Counties.
-- The site needs to be graded so that there is no increase in runoff to Faudree
Road.
-- Provide plans to construct a retaining wall and reshape the channel for review
and acceptance.
-- Any work in the right of way or easements will require a permit from the
Engineering Division and must comply with current City Ordinances and
policies.
-- Access will be permitted with the City of Odessa. Shared access as shown on
the plat to Lot 10 and 16 are preferred.
-- Post-development drainage/runoff should not exceed pre-development
conditions
Staff recommends approval with conditions and requests Commission action with
the following conditions:
1. An Improvements Agreement will be required. (Public Works)
2. A Blanket Refuse Collection Easement Agreement will be required. (Public
Works)
3. Needs 2 control points. (GIS)
Ms. Quimiro asked if there were any questions for staff. Hearing none, Chairman
Peacock opened the floor to the Public Hearing. He asked for anyone wishing to speak
in favor or against the item to come forward and identify themselves. With no one
coming forward Chairman Peacock closed the Public Hearing and asked for a
discussion or a motion from the Commission.
Member Coots moved to approve the item as presented.
Member Earls seconded the motion, with the vote being a unanimous “aye”

Consider approval of the preliminary plat of Moreno Estates, being a

Ms. Quimiro made the following presentation: The property involved in this request
is located southwest of the intersection of S. Lori Ave. and W. Debbie Rd. The site is
within the City of Odessa Extra-Territorial Jurisdiction (ETJ), does not have a zoning
designation and is currently occupied by residential development and vacant land.
Land use in the general area consists of residential development.
The applicant is Jesus Moreno, owner, and S W Howell, Inc., consultant, and the
purpose of the preliminary plat is to create nine (9) lots for ownership purposes.
A platting conference was held September 27, 2022, with the comments emailed to
the applicant’s consultant.
Staff Comments:
-- Original tax certificates needed prior to filing the plat.
-- This tract is outside the City limits and is in the ETJ.
-- Water is available through ECUD.
-- Correct southwest corner lot on W. Debbie Rd. and S. Lori Ave. from Lot 4 to
lot 5.
-- 20’ cutback easements needed on all four corners.
-- Lots are of sufficient size for public water and septic system.
Staff recommends approval with condition and requests Commission action with the
following conditions:
1. Drainage report needs to be submitted. This tract is not in a special flood
hazard area. (Public Works)

Consider approval of the preliminary plat of West Ranch Estates, being
a 7.50 acre tract in Section 42, Block 43, T-2-S, T&P RY. Co. Survey, Ector
County, Texas (southwest of the intersection of S. Knox Ave. and W.
Cavalry St.)
Ms. Prieto made the following presentation: The property involved in this preliminary
plat request is located southwest of the intersection of S. Knox Ave. and W. Cavalry
St. The site is located in the City of Odessa Extra-Territorial Jurisdiction (ETJ), does not
have a zoning designation and is occupied by residential development and vacant
land. Land use in the area consists of residential development to the north, east and
west, and vacant land to south.
The applicant is Joaquin Ibarra, owner, and S W Howell, Inc., consultant, and the
purpose of the preliminary plat is to create seven (7) lots for ownership purposes.
Comments were sent to the consultant for review on September 27, 2022.
Staff Comments:
-- Original tax certificates are needed prior to filing the plat.
-- A turnaround will be required at 600 Ft. north of Cavalry St. on Cattleman Ave.
-- This tract is outside the City limits and is in the ETJ.
-- Water and sewer are not available.
-- Drainage report needs to be submitted. This tract is not in a special flood hazard
area.
-- Lots are of sufficient size for water well and septic system.
-- The N Cattleman Ave will need to change to S. Cattleman Ave. This is in the
south part of the street cardinal direction designations. Recommendation
supported by the exhibit with S. Knox Ave., S. Dolores St and several other roads
in the vicinity. Recommendation to this street is to assist emergency response
teams in locating this roadway.
-- 20 ft. ECUD water line easement required northeast elevation of Lot 7. (ECUD)
Staff recommends approval with condition and requests Commission action with the
following conditions:
1. Calvary Road is not paved and we’re unable to find the dedication
document. Please provide us a copy. (Public Works)
Ms. Prieto concluded her presentation and asked if there were any questions for staff.
Chairman Peacock asked if it could be approved without the dedication document.
Ms. Prieto advised that it could and the mylar would not be approved without the
document. Hearing no additional questions Chairman Peacock asked for a discussion
or a motion.
Member Tercero moved to approve the item as presented.

Open a public hearing to consider approval of the replat of Lots 99-100,

Ms. Prieto gave the following presentation: The property involved in this replat
request is located intersection of W. County Road 174 and S. County Road 1315. The
site is located in the City of Odessa Extra-Territorial Jurisdiction (ETJ), does not have
a zoning designation and is currently vacant.
The applicant is Bates Airport, LLC, owner and OJD Engineering, LLC, consultant, and
the purpose of the replat is to create six (6) lots (approx. avg. size 1.18 ac.) for
ownership purposes.
Comments were sent to the consultant for review on September 27, 2022.
Staff Comments:
-- Original tax certificates are needed prior to filing the plat.
-- This tract is outside the City limits and is in the ETJ.
-- Water and sewer are not available.
-- Lots are of sufficient size for water well & septic systems.
-- Drainage report has been submitted. This tract is not in a special flood hazard
area.
-- Recommendation is for consideration to be given to present this plat to
Midland Emergency Communication District for review and/or comment.
-- Road widths are missing from the plat.
Staff recommends approval with conditions and requests Commission action with the
following conditions:
Commission action is requested on the following items:
1. Dedicate cutbacks at the intersections on Lots 14 &15. (Public Works)
2. Midland County requires a vicinity map and Section 1.17 of the County
Regulations on privately maintained roads. (Midland County)

subdivision of 103.64 acres in Section 10, Block 43, T-2-S, T&P RY Co.
Survey, Ector County, Texas (north of the intersection of Meadowpark
Ln. and Westfork Dr.)
Ms. Prieto gave the following presentation: The property involved in this request is
located north of the intersection of Meadowpark Ln. and Westfork Dr. The site is
within the City of Odessa Extra-Territorial Jurisdiction (ETJ), does not have a zoning
designation and is currently vacant. Land use in the area consists of residential
development to the south, and vacant land to the north, east, and west.
The applicants are OBBCP Ranch Corporation and Estate of John E Holdridge, owners,
and S.W. Howell, consultant and the purpose of the final plat is to create eighteen
(18) lots (between. 5.0 – 8.57 acres) for development and ownership purposes.
The Planning & Zoning Commission gave preliminary approval of this request on
September 15, 2022, with conditions. Those conditions have been met and the final
plat is ready for Commission approval.
Ms. Prieto asked if there were any questions for staff. Hearing none Chairman
Peacock asked for a discussion or a motion.
Member Tercero moved to approve the item as presented.
Member Coots seconded the motion, with the vote being with the vote being a
unanimous “aye”
There being no further business to come before the Commission, the meeting was
adjourned at 1:43 p.m.
