Properties to the east are located in the Extraterritorial Jurisdiction (ETJ). Properties to the south and west are zoned Future Development District (FD). Analysis: The property involved in this request is located on the west side N. Grandview Ave, approximately 780-feet south of Yukon Rd. The site is currently designated Future Development (FD) and is currently vacant and undeveloped. The applicant is LCA, Leeco Energy, owner, and the purpose of the original zoning request is to create light commercial (LC) development in the area. Using the City’s identified priorities contained in the City of Odessa’s Comprehensive Plan to evaluate zoning amendments the following comments are offered: Comprehensiveness: This request is not out of line with the City of Odessa’s Comprehensive Plan. The property is located near to a Light Commercial District (LC) which allows for Light Commercial (LC) and the associated less intense uses. Livability: The proposed zoning would not have a negative impact on this site or surrounding properties. The proposed light commercial development is not out of line with development in the area. Reasonableness: The proposed zoning district will facilitate a reasonable transition between land uses of varying intensities and would not create a conflict to the existing land uses in the area. Planning:  Certificate of ownership. Public Works No comments 911 Ector County: No comments Based upon the preceding analysis, Staff recommends approval of the request. The location in the Light Commercial (LC)Zoning District to proposed is not surrounded around LC, it is surrounded by Single Family three (SF-3) and Special Dwelling District (SPD), however, if they are trying to add retail zoning in the area, is allowed. Can I ask what this little sliver in the area is, on the north side. Right between these two properties. Ask Gary Sims and request Mr. Landgraf for questions. John Landgraf states, first piece that Mr. Leeco signed, and comes down to the end of his ownership and then there is a pipeline and drill site and residential. So, this sliver does not exist, Gary Sims asks. No, none existing. Jon Landgraf States So, its bunching up against all that residential area. Comments Connie Coots. No, if you look on the drawing, the SPD goes up to that dark line, pipeline. Between FD (Future Development) and Single Family is a long drill site, it’s been abandoned for awhile, and would like to develop that area. They made him a deal years ago and kept that Yukon rd. for development. Landgraf answers. Vice-Chairman Russell opened a public hearing and asked for any comments, Hearing none, Closed public hearing then turned to commission for a motion, Member Connie Coots moved the item be approved. Commissioner Steve Tercero seconded the motion, with the vote being a unanimous "aye".
