(Generally located on the west side of Tucker Rd., approximately 1,320-feet north of E Interstate 20 -Council District 2) V. MISCELLANEOUS 5. CASE FILE NO. 2023-32-P Motion approving with staff’s recommended conditions of a Replat request by Occidental Permian, Ltd., owner, for Replat of North Port Commercial Sites, 2nd Filing, being a replat of Lots 1-15, Block 1, and Lots 1-11, Block 2, North Port Commercial sites, City of Odessa, Ector County, Texas. (Generally located on the southeast corner of intersection of N. Highway 385 and E. 100th street) 6. CASE FILE NO. 2023-71-P Motion approving with staff’s recommended conditions of a Short Form request by Kevin Mannix, owner, for Short Form Plat of Crescent Park Addition, 4th Filing, City of Odessa, Ector County, Texas. (Generally located on the northeast corner of the intersection of Grandview Rd. and 25th St.) VL. Docket NO. 2023-48-P Motion approving a Final Plat, JGI Outdoor, being a subdivision of 4.00 acres in Section 25. Block 42, T-2-S, T&P RY. Co. Survey, Ector County, Texas. (Generally located on north side of E Pearl St., approximately 627-feet west of Reed Ave -Council District 1) Vice Chairman Wayne Russell announced not a public hearing, then turned to commission for motion, Commissioner Jimmy Peacock approved as presented. Connie Coots seconded the motion, with the vote being a unanimous "aye". Recommended Planning and Zoning Commission Action: Case File 2023-06-Z ____ Approved ___x__ Deny Detail of the Request: The applicant, Occidental Permian, Ltd., owner, LCA, consultant, are requesting a rezone from (PD) Planned Development to (R) Retail zoning district, a 6.33-acre, being a replat of Lots 1-11, Block 2, North Port Commercial Sites, City of Odessa, Ector County, Texas, for commercial office buildings to be placed on side. Current Zoning: Planned Development-Light Industrial (PD-LI) Surrounding Land Use: The property involved in this request is located southeast of the intersection of N. Highway 385 and E. 100th Street. The site is within the City of Odessa and is surrounded by vacant land to the north and south, residential development to the east, and industrial development to the west which is outside of city limits (Extra-Territorial Jurisdiction) This request has been routed to all respective departments for internal review. The comments are below: Planning:  Indicate setbacks on drawing.  Indicate point of beginning Public Works: No comments Ector County 911: No comments GIS:  Access to the US 385 frontage road will be coordinated/permitted with the City of Odessa. Recommended minimum access spacing for this segment of roadway is 425’. Post development runoff/drainage should not exceed pre-development conditions. Approval of this replat is subject to all plat comments, conditions, and reequipment must be satisfied by all pertinent City departments before filing for recording with the County Clerk of Ector County, Texas. Properties to the east are zoned a mix of Planned Development ─ Light Industrial District (PD-LI), and Planned Development ─Light Industrial District ─Drill Reservation (PD-LI-DR). Properties to the south are zoned a mix of Planned Development ─Light Industrial District ─Drill Reservation (PD- LI-DR), and Planned Development Light Industrial District ─ Surface Drainage (PD-LI- SD). Finally, properties to the west are located in the Extraterritorial Jurisdiction (ETJ). Detail of the Request: The applicant, LOS Odessa Re Investments, owner, LCA, consultant, are requesting Site Plan Approval. The properties in this Site Plan review are located west of Tucker Rd and northwest of the intersection of Tucker Rd. and Groening St. The properties are zoned Planned Development-Light Industrial) PD-LI) and are currently occupied by industrial development. The purpose of the request is to construct a Warehouse building (approximately 45,000 Sq. Ft.), Truck Wash building (approximately 15,600 Sq Ft. and a Workshop building (approximately 150,440 Sq Ft) Vehicle parking required is 211 parking spaces (258 provided) This request has been routed to all respective departments for internal review and a Platting Conference was held on September 26, 2023, with the consultant and city staff present. Planning:  Certificate of ownership.  Tax statements are required prior to filing the plat.  Plat requires point of beginning (POB)  Indicate Cutback in ft. at intersection (98th & US Hwy 385).  Add setbacks to Plat. Public Works:  Water and sewer are available. No pro rata is due.  Drainage report has been submitted. This tract is not in a special flood hazard area.  Add mayor’s signature and notary block to the plat. Strike the comment of the Mayor Signature as the title has been transferred of ownership, will no longer need mayor signature line. Then Mr. Russell asked if any additional question or comments from the audience. Hearing none, Mr. Vice-Chair closed public portion and turned to staff for discussion or motion, Commissioner Jimmy Peacock moves to approve, Commissioner Connie Coots seconded the motion, with the vote being a unanimous "aye". Case File 2023-71-P __X__ Approved _____ Deny Current Zoning: Office District (O) Surrounding Land Use: This property involved in this request is located northeast of the intersection of N. Grandview Ave and E. 25th St. The site is within the City of Odessa and is surrounded by Office development to the north and south, residential development to the east, and retail development to the west. Detail of the Request: The applicant, Kevin Mannix, owner, Newton Engineering, consultant, are requesting approval of the Short Form plat to combine three (3) (Lots 6-8) into 1 lot. The purpose of this request is to create a single lot for development purposes. This request has been routed to all respective departments for internal review and a Platting Conference was held on September 26, 2023, with the consultant and city staff present. Vice-Chairman Russell opened a public hearing and asked for any comments, Hearing none, Closed public hearing then turned to commission for a motion, Member Connie Coots approved the motion with the condition Grandview changed to Ave instead of road. Commissioner Jimmy Peacock seconded the motion, with the vote being a unanimous "aye". There being no further business to come before the Commission, the meeting was adjourned at 1:43 pm.
