The applicant and owner, S31B42 LLC, is seeking a zone change for the future proposal of light industrial development in the area. Comprehensiveness: This request is not out of line with the City of Odessa’s Comprehensive Plan. The property is located near to LI, Light Industrial Zoning Districts. Livability: The proposed zoning would not have a negative impact on this site or surrounding properties. The property presented in this request is located away from residential development and is in an area that is largely industrial. Reasonableness: The proposed zoning district will be encircled by existing industrial development and will facilitate a compatible development to the existing land uses in the area. Based upon the preceding analysis, staff recommends approval of the request, subject to conditions A. Staff is available for questions. Chairman Jimmy Peacock invited members of the audience to approach the podium, state their name and address, and speak either in support of or in opposition to the case. With no one coming forward, the Chairman closed the public comment portion of the meeting and directed the matter to the members for motion or discussion. Using the City’s identified priorities contained in the City of Odessa’s Comprehensive Plan to evaluate zoning amendments the following comments are offered: Comprehensiveness: This request is not out of line with the City of Odessa’s Comprehensive Plan. The property is located near to lots allowing for similar uses. Livability: The proposed zoning would not have a negative impact on this site or surrounding properties. The proposed residential development is not out of line with development in the area. Reasonableness: The proposed zoning district will facilitate a reasonable transition between land uses of varying intensities and would not create a conflict to the existing land uses in the area. Based upon the preceding analysis, Staff recommends approval of the request, subject to conditions A and B. Staff is available for questions. Staff's comment was the submittal of the release agreement was provided as legal approved of the documents. Chairman Jimmy Peacock invited members of the audience to approach the podium, state their name and address, and speak either in support of or in opposition to the case. Brandon, from the address at 5803, stated that the property extension belongs to the residents already maintaining it. The map shows this extension at the property's edge. Staff confirmed they are updating the zoning, as part of the site was still classified as DR (Drill Reservation). With release forms provided, the zoning will be corrected to Single Family, excluding the Drill Reservation. This change does not affect other individuals. Two additional neighbors shared similar comments, and staff clarified the situation on two separate occasions. No further negative feedback was received.With no one else coming forward, the Chairman closed the public comment portion of the meeting and directed the matter to the members for motion or discussion.
