2024
Meeting called to order by Sandy Boyer 6:37 P.M. at Fire House
Attendees: Sandy Boyer, Bruce Boyer, John Lawicki, Peter Mavrelis, Paul Panther, Al
Halline , David Snyder, Michele Bonneau, Scott Kingan, Chuck Sheaff, CJ Jackson
Minutes of the August 20 meeting were approved
All members of the committee signed thank you letters to 15 donors for the three
aluminum stairs to the beach
REPORTS:
Reconciliation: Scott
No change from last month. Final settlement will come after mitigation is settled.
Litigation: Scott
The Brack case: no new information
OD vs USACE and NPS: mitigation will probably be waved if maintenance for the
revetment is provided.
Save the Dunes case: Any arguments opposing the placement of beach protection
are weak and will not stop the central project.
CONSTRUCTION: Bruce and Scott
Sandy and Bruce have informally polled homeowners on the north side of shore drive.
There are a substantial number who want to proceed and many who are strongly
considering joining the project. Some homeowners do not want to participate. Bruce has
done some inquires on stone acquisition from quarries. Five ton armor stone will be the
key for durability for this section of the project. Much discussion followed on how the
project should be put out for bidding.
All monies will need to be donated before construction can begin. We will continue to
present cost estimates to every homeowner. We expect to complete the project in the next
six months.
EZ beach steps: Sandy
Sandy reported on the completion of steps for access 7,9 and 16. Work was also
completed preparing the accessway for 16. It was recommended that orange vinyl snow
fencing not be placed because of the difficulty removing it. Homeowners who have any
orange fencing are encouraged to remove it.
NEW BUSINESS: Scott
The USACE will be removing sand from Burns ditch and placing either on or 300 feet
off Portage beach. This will help restore sand to our beach.

EZ Beach Steps
▪ Lower handrail installation for access 7 and 9 steps
▪ The Town is adding a short rail on the east side of the steps at 7 to keep people from
accidentally going onto the rocks.
▪ Access 16 installation
• The sand fences along the south side of the wall were removed. We could
not get out all the orange plastic as it was grown into the grass, so we got
what we could and got all the posts. I hope homeowners will remove the
rest of the plastic, even if they can only do it a little at a time.
• The vegetation on the path owned by the Town was removed. Thanks to
my elves, Allan, Patty, & John.
• ODHA trimmed back the overgrowth on the accessway that they own.
• We did not collect any additional funds for Access 16.

• I am working on documents for homeowners in the central and west end.
We need a summary of points to hand out as we talk to people.
