Ogden Dunes Water Board Meeting Minutes 4:30 PM November 14th, 2023 @ OD Town Hall Present: Jim Slawinski (JS) Tom Cleland (TC) Devon DeMarco (DD) Dave Snyder Via Phone (DS) Matt Moore (MM) Julia Klingensmith (JK) • The October Water Board Minutes were unanimously approved by the Water Board Directors. • JK reviewed the October 2023 financial report. Upon review the Water Board Directors approved moving $30K from the Operating Fund into the Capital Fund. • JK gave an update on the remaining 3rd quarter late payments with tomorrow (Wednesday) being the shutoff date. She also mentioned that she will be away on medical leave starting on Thursday, November 16th. • DD will be presenting a “State of the OD Water Department” at the December Town Council Meeting. JS provided some possible pictures and bullet items that could be used in the presentation. The group was asked to submit any additional items they think should be added to the list to DD. • JS mentioned that the new ultrasonic meter installed at Indiana American Water is working well. • The group had a discussion involving the proposed new late bill amount of $50 in which $35 is for Water, $10 for Sanitation and the remaining $5 for Fire Water. DD, with help from JS, if necessary, will prepare an ordinance change that is to be submitted to the Town Council by their next meeting. • JS mentioned that there is no update involving the proposed IAW water rate increase. • DD Mentioned that there is no new update involving past USIC/Indiana 811 Billing Issues. The group elected to continue to pay for only water related work performed in Ogden Dunes. • JK Mentioned that there was a large USIC Bill that was associated with the recent Frontier Internet Underground Cable Work performed in Ogden Dunes. She mentioned that there was an earlier discussion with the OD Building Commissioner (Jeremy Ogden) and Frontier, and the bill has been paid in full by Frontier. • TC discussed (Phase 2) the current contractor status involving the Booster Station Building Update. The first partial payment to the contractor is expected to be in late November. • JS Mentioned that the landscaping project (Phase 3) will most likely be in spring of 2024. • DS Mentioned that Vega or some other landscaping contractor should be contacted sooner rather than later to submit a proposal for the required landscaping. JS commented that he would follow up on Dave’s Request. • JS reported that the indoor Booster Station Painting Project will be put “On Hold” until the building project is completed. • JS mentioned that there is little to no progress involving the OD Resident Zenner Software Development although he does contact residents daily if the current available software detects a leak alarm. He will follow up with Zenner or look for another company that can provide similar residential related software. • MM gave an update on the recent repairs to the West Shore Drive Buffalo Box Repair. • JS & MM discussed the remaining work required involving the fire pump throttle motor as well as a possible new fire pump control panel. • DS Mentioned that the Water Board should consider having new residents required to put down a deposit prior to having their water/sanitation service in effect. JK & JS will review the pros and cons of possibly incorporating a new deposit procedure and report back at the next Water Board Meeting. • MM will follow up with the results (rating) involving the recent Water Pressure/Flow Insurance Test Results. JS mentioned that he would follow up with the Fire Department Town Council Laision to make sure all fire department requirements have been completed. • DS mentioned that the group needs to monitor the substantial amount in both the Water Operating and Capital Fund. JS Mentioned that the overall building project along with the landscaping in early 2024 will be close to $200K. MM also mentioned some additional proposed capital projects in 2024. • The Water Board Meeting concluded at 5:15 PM. The Water Board does not plan on meeting in December. The next scheduled meeting is on January 8th @ 4:30 PM at the OD Town Hall.
