Ogden Dunes Water Board Meeting Agenda / Minutes Monday, October 20th @ 4:30 P M Location: Ogden Dunes Town Hall & ZOOM ZOOM Meeting ID: 861 4408 3575 Passcode: 836511 • Meeting Minute Taker Rotation (Leslie) – In attendance: Tom Cleland, Mike Lanovich, Julia Klingensmith, Dave Synder, Jim Slawinski, Leslie Tyburski • Approve the minutes of the September 2025 Water Board Meeting (All) Approved • September Water Department Fund Report (Julia) Reports through the end of September. • Initial 3rd Qtr. Billing Issue (Julia) Challenges were resolved with Keystone –online displays a zero-dollar balance and then a line with a balance due. Issue caught quickly. Paperless customers have inconsistencies with PDF invoices. Due date for current billing cycle is November 1, 2025. • M.E. Simpson Meeting Update (Mike & Tom) On hold due to water main break. Latest meeting will be Friday, 10/24/25 at 1:30. Field specialist will provide hands on approach in the field to find meters and valves. Follow up meeting to discuss the bill in a future afternoon. • Frozen Valve Update from M.E. Simpson (Mike) Were told there were two valves that were bad – not aware of any valves with sediment build up. Shut off valve issues, replacement parts on hand. Discussed timeline of events of the water main break that took place around 11AM CST on Thursday, October 16, 2025. o Hamady services responded, locator had a hard time finding gas line. o Around 2:15 PM CST OD Street Department received the green light to excavate. o Team shutdown valve on Diana initially, then went down to Hillcrest. Issue with valve on Hillcrest. o Mitigation plan in place as after action. It would require residents to turn off again to test.  o TC request: Wants the ME Simpsons Field Reports on all valve turns. o Reminder: 20 psi or less, boil advisory. Repairs took about six hours. Water was only dialed back 20-30 minutes. o ODWW request: Identify a list of a minimum of four back up contacts in case of emergency again. Team will research local contractors. o Frozen valve will be addressed this Friday with ME Simpson and will ask for a quote. Call Fergueson as well for a quote for alternative option, inserta-valve. • Additional CD Purchase (On Hold) – on hold • OD Directory Update (Leslie) – Discussed additional information to include in the upcoming 2026-2027 Directory. ODWW incorporated around 1962 and 1963 – include information about the WW billing cycle, methods of payment, new residents contact Town Hall for instructions. Billing also accounts for trash pickup as well. • Water Loss Calculation (Jim & Mike) American Water shows total of water loss and ODWW board can check against Zenner. ODWW is historically well below 10% loss rate. • 2026 Water Department Budget Review (All) 2026 budget was based on 2025 budget, first 6 months and the projected 12 months. • Water Department Fuel Expense (Jim & Julia) Fuel usage can be tracked via Pinkerton system. Julia looks at the last three years, and if anything seems higher, will scrutinize the line item. • Water Department Assistance involving pickup tire purchase (Jim) Purchased tires for the street/water department pickup trucks as a function of past water department fuel (gas) expense. • New/Replacement Service Line Procedure and Posting (Tom & Jim) Procedure revised by Tom is now posted in three places on the OD Web Site. • Backflow Reporting Update and follow-up (All) – Reviewed latest list. Street department surveyed homes that have not provided a backflow status. ML continuing to lead this effort. • Installation of New Water Line with 1” Meter @ Krates Field (Tom) – No updates. • Weekly Pump House Housekeeping & Weed Control (Mike) – No updates; exterior of pump house being maintenance appropriately. • Water Line flushing timeline (Mike) – Flushed out primary town buildings. HOA has company they use. Need to flush dead-end mail at Ogden Road. • USIC/Indiana 811 Billing Issue Update (Julia & Jim) – No updates. • ODWW Master Plan (ALL) – Tom to send updated master plan (sent on 10/31/2025). Need to consider strategy for long-term (five to ten year) capital improvement projects to include future meter and valve replacements as well as replacement of water service line. ODWW may need to consider saving $25K-$30K a year to prepare  for long term projects.
