Wicks (arrived at 5:38 p.m.) Council Executive Director Bill Cook Council Deputy Director Janene Eller-Smith Council Policy Analyst Glenn Symes Communications Specialist Brittany Griffin Also present: Chief Administrative Officer Mark Johnson Public Services Director Jay Lowder Community and Economic Development Director Tom Christopulos Planning Manager Greg Montgomery Deputy City Recorder Abbie Zampedri The purpose of the Joint Study Session was to review agenda items for the City Council and Special Redevelopment Agency meetings, which begin at 6:00 p.m., and to discuss Council and Board business. Council Agenda Review Council Executive Director Cook and other members of Council staff reviewed the items listed on the agenda for the Council meeting. The Council discussed a proposed ordinance dealing with artificial turf as a landscaping material. Council Policy Analyst Symes provided the Council with the history of the issue, noting a petition has been submitted to the City to amend the zoning ordinance to allow artificial turf as an option for ground cover for landscaping. The proposal was reviewed by the Planning Commission and given a recommendation of denial. Although the recommendation from the Commission was for denial, the Council felt that the language initially drafted by the Planning Division could serve as the basis for a viable ordinance. A draft ordinance has been developed and is before the Council for consideration. The Council discussed the artificial turf standards included in the proposed ordinance, with a focus on quality of the material to be used, methods of anchoring and weighting the material to the ground, and the percentage of the material that could be allowed on a given property. Redevelopment Agency Agenda Review Board Policy Analyst Symes provided a brief overview of the items listed on the Redevelopment Agency (RDA) Special meeting agenda. Mr. Montgomery reminded the Board that they discussed proposed amendments to the Mixed Use Master Development Agreement for the Townhomes at South River project. The request is to amend the site plan to reorient some of the buildings, add a remnant parcel to the site plan, add a new building floor plan option, and update the landscaping options for the greenway proposed on the east side development Phases 3 and 4. He clarified that the Homeowners Association (HOA) for the development has not yet voted to accept the amendment, though the City has been informed that it is likely that they will accept the amendments. Vice Chair White asked what would happen if the HOA does not vote to accept the amendments. Mr. Montgomery noted the RDA would need to consider an alternative amendment to comply with the action taken by the HOA. Council Business Fiscal Year (FY) 2015-2016 Budget: Council member Stephens thanked Council member Wicks for the information she has provided regarding the use of rain barrels in water conservation efforts and noted he is open to considering a rain barrel program throughout the review of the proposed FY 2015-2016 budget.
