Minutes of the Work Session of the Ogden City Redevelopment Agency held on Tuesday, April 21, 2015 at 9:16 p.m., in
the Council Work Room on the third floor of the Municipal Building, 2549 Washington Boulevard, Ogden City, Weber County,
Utah.

The purpose of the Work Session is to discuss amendment number two to the Mixed Use Zone Development Agreement
for the Townhomes at South River and Board business.
Mixed Use Zone Development Agreement for the Townhomes at South
River
Board Policy Analyst Symes noted this is the second requested amendment to the development agreement; the first
amendment changed the orientation of some of the buildings in the development to adjust to the 20th Street expansion project. He
explained the current proposed amendments to the development agreement for the Townhomes at South River would amend the
site plan to reorient the buildings and add a remnant parcel, add a new building floor plan option, and update the landscaping
options for the greenway proposed on the east side of development Phases 3 and 4.
Planning Manager Montgomery reviewed the timeline for Phase 3 of the development and indicated the amendment to the
development agreement for Phase 2 requires an amendment to the site plan for Phase 3 at this time so that the circulation system
will function properly. In Phase 3 of the project, the road system that connects into Park Boulevard will be made. There is a
portion of land that the Redevelopment Agency (RDA) owns that was a remnant of the Kneaders development that would be added
to this development for parking and for open space so the town homes that face east in Phase 4 could have some screening of the
commercial parking lot area. The revised design places what had been parking on the west side of the road and moves it to the east
side plus adds a few more stalls for guest parking for the town homes. Mr. Montgomery also explained another proposed revision
relates to the inclusion of an additional new floor plan for a two story unit which is smaller than the two story unit approved in
Phase 2 and incorporates another existing popular unit design into a two story unit to be joined with it. This new floor plan is being
added to meet the desires of potential owners who want ground level living as an option. Mr. Montgomery noted the new design is
not covered in the approved building design in the existing development agreement and the design would need to be added as unit
designs acceptable for this development. The design is wider and eliminates one unit from this phase. The amended development
allowed for some flexibility in total number of units per phase and this revision is within the limits set and would not require any
amendment for number of units. Mr. Montgomery indicated an additionally proposed amendment deals with the landscaping
concepts for the additional property. The intent is to create an open space that the homeowners association would own and
maintain; it would serve as an important buffer between the units and the commercial parking area to the east of the development.
There were a couple of options presented with one plan developed by the City. Mr. Montgomery concluded the Planning
Commission reviewed this item on April 1, 2015 and recommended approval of the three amendments to the development
agreement. The motion was based on the finding the amendments are consistent with the master plan and the mixed-use ordinance.
Mr. Montgomery then reviewed the architectural plans and renderings for the development to provide an overview of how the
proposed amendments would impact the design of the project.
Mr. Symes inquired as to the timing of the amendment of the mixed use master development agreement (MUMDA) for
the project. He indicated it appears that some of the changes to the development will not occur until Phase 4. Mr. Montgomery
responded the developer has indicated that he would like to construct all buildings in Phase 3 at one time and he plans to begin
construction of Phase 4 by the fall of 2015 as 20 units have been presold. Mr. Symes then asked if the landmark building to be
located on Park Boulevard will still be included in the development. Mr. Montgomery answered yes and noted that building is
required by the development agreement.
Board member Stephens stated one thing that was very important to the RDA at the time that the development was
originally approved was that there be a direct line through the development from 20th Street to the Ogden River and he asked if that
direct line will be maintained if the proposed amendments are approved. Mr. Montgomery answered yes and identified a public
access easement through the development from 20th Street to the river. The Board briefly discussed the status of the project,
indicating they are pleased that buildings have been completed on the project site. There was also a brief focus on landscaping of
the project, with Mr. Montgomery noting staff has tried to develop a landscaping plan that is harmonious with the landscaping that
has been used at nearby commercial properties, such as the America First Credit Union property.
Mr. Symes then noted an action item will be included on the RDA agenda for next week to consider approval of the
requested amendments to the development agreement.
