Minutes of the Joint Study Session of the Ogden City Council, also acting as the Redevelopment Agency, held on
Tuesday, September 22, 2015 at 5:30 p.m., in the Council Work Room on the third floor of the Municipal Building, 2549
Washington Boulevard, Ogden City, Weber County, Utah.

The purpose of the Joint Study Session was to discuss the agenda items for the Special Redevelopment Agency and
Regular City Council meetings, which begin at 6:00 p.m., and to discuss Council and Board business.
Agenda Review
Council Executive Director Cook and other members of Council staff briefly reviewed the items listed on the Special
Redevelopment Agency (RDA) and Regular City Council meeting agendas.
FY2016 Budget Amendment – Miscellaneous Appropriations. Council member Gochnour stated she noticed lights
have been installed at Monroe Park and it appears they have been installed at a width that would accommodate tennis courts at the
site. Public Ways and Parks Manager Huffaker confirmed that is correct. Council member Garner asked if the lights turn on
automatically. Mr. Huffaker replied the lights are controlled by a timer system. When the facility is reserved the lights are
programmed to turn on just before dark and turn off three hours later. Council member Gochnour asked if the lights can be turned
on by random users of the park that do not have a reservation. Mr. Huffaker responded that the light timer must be turned on
manually at the site and lights will only be turned on when the park is reserved. He noted signs will be posted at the park to inform
users of the need to make a reservation in order to use the lights. There was brief discussion regarding the process of reserving a
park space, after which Council member Wicks stated it is unfortunate that the lights could not be controlled by motion sensors in
order to allow users without a reservation to use the lights.
Council member Garner reported he was approached by a resident who asked for an east/west crosswalk at the
intersection of Monroe Boulevard and 29th Street. Mr. Huffaker stated he will confer with the traffic engineer regarding that
request.
Retention and Recruitment of Sworn Public Safety Personnel. Council Deputy Director Eller-Smith reviewed a
proposed joint resolution which would adopt a strategy to improve retention and recruitment of sworn public safety personnel,
noting that it includes a statement that compensation and compression issues will be addressed for all City employees in the
coming months.
Council member Gochnour suggested the public comment period be moved early in the meeting to allow any employees
in attendance regarding the issue to address the Council. Mr. Cook stated that the Council can invite public input on the item if
they desire.
Mr. Cook reviewed the agenda for the Work Session scheduled to follow the RDA and City Council meetings.
The meeting adjourned at 5:56 p.m.

Notice is hereby given that the Ogden City Council, also acting as the Redevelopment
Agency, will meet in a joint study session on Tuesday, September 22, 2015 at 5:30 p.m., in
the Council Work Room, on the third floor of the Municipal Building, 2549 Washington
Boulevard, in Ogden City, Weber County, Utah.
The purpose of the joint study session is to discuss the agenda items for the Special
Redevelopment Agency and Regular City Council meetings, which begin at 6:00 p.m., and
to discuss Council and Board business.
***Pursuant to Section 52-4-207 “Electronic Meetings” of the Open and Public Meetings
Law, Vice Chair White will participate in the meeting via teleconference and such electronic
means will provide the public body the ability to communicate via the teleconference.
