Any items not fully addressed prior to the City Council meeting, which begins at 6:00 p.m., may be addressed immediately following that meeting. 6:00 p.m. City Council Meeting City Council Chambers October 24, 2017 1. Roll Call. 2. Pledge of Allegiance. 3. Moment of Silence. 4. Recognitions: a. Native American Heritage Month. Joint proclamation declaring November 2017 as “Native American Heritage Month” in Ogden City. (Approve joint proclamation – voice vote) b. Y&C Productions. Recognizing Y&C Productions for their immense support of Ogden City while filming the series “Youth and Consequences” at Ogden High School. (No action required) 5. Approval of Minutes: (Voice vote) a. Closed Executive Session of July 11, 2017 – Council member Blair b. Special Meeting of July 11, 2017 – Council member Garner 6. Common Consent: (Voice vote) a. Fiscal Year 2018 Budget Amendment – Property Tax, Union Station, Public Services, and Capital Improvements. Proposed Ordinance 2017-45 amending the budget for Fiscal Year 2018 in the amount of $1,838,575. (Set public hearing for November 14, 2017) October 24, 2017 Page 2 of 3 7. Reports from the Planning Commission: a. Cluster Subdivision Setback Amendments. Proposed Ordinance 2017-46 amending Ogden Municipal Code Subsection 15-9-3.B to revise front yard setback requirements in cluster subdivisions. (Accept public input; adopt/not adopt ordinance – roll call vote) b. Rezone – 450 West 12th Street. Proposed Ordinance 2017-47 amending the Zoning Map of Ogden by reclassifying property at 450 West 12th Street as Regional Commercial Rezone (CP-3); previously classified as Limited Manufacturing Zone (M-1). (Accept public input; adopt/not adopt ordinance – roll call vote) 8. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their name for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Council Office (citycouncil@ogdencity.com). The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an agenda item that includes a public hearing or public input should be given during the meeting as that item is discussed. 9. Comments: a. Mayor. b. Council members. 10. Closed Executive Session. Consideration of adjourning into a Closed Executive Session pursuant to one or more of the provisions of Section 52-4-205(1) of the Open and Public Meetings Law: a. Strategy session to discuss pending or reasonably imminent litigation d. Strategy session to discuss the purchase, exchange, or lease of real property e. Strategy session to discuss the sale of real property f. Discussion regarding deployment of security personnel, devices, or systems g.
