Ogden City Council November 14, 2017 City Council Chambers Municipal Building – Third Floor 2549 Washington Boulevard, Ogden, Utah 84401 4:00 p.m. Joint Work Session Redevelopment Agency, also acting as the City Council City Council Work Room November 14, 2017 The purpose of the work session includes presentations and discussions regarding:  Agenda review for the Redevelopment Agency meeting and the Special City Council meetings;  Fiscal Year 2018 Redevelopment Agency Budget Amendment – Flowers Foods Building asbestos removal  Fiscal Year 2017 Consolidated Annual Performance and Evaluation Report (CAPER)  Fiscal Year 2018 Annual Action Plan Amendment #1  Business Loans of Utah Loan Program (BLU)  Indigent Defense Grant  Board /Council comments; and  Board/Council business. Any items not fully addressed prior to the Redevelopment Agency and Special City Council meetings, which begin at 6:00 p.m., may be addressed immediately following those meetings. 6:00 p.m. Redevelopment Agency City Council Chambers November 14, 2017 1. Roll Call. 2. Pledge of Allegiance. 3. Moment of Silence. 4. Approval of Minutes: (voice vote) a. Regular meeting of July 11, 2017 – Board member Blair b. Joint Work Session of August 8, 2017 – Board member Garner c. Regular Meeting of August 8, 2017 – Board member Lopez 5. Common Consent: (voice vote) a. Fiscal Year 2018 Budget Amendment – Flowers Foods Building Asbestos Removal. Proposed Resolution 2017- 10 amending the Fiscal Year July 1, 2017 to June 30, 2018 budget in the amount of $75,000. (Set public hearing for December 5, 2017) November 14, 2017 Page 2 of 3 6. Public Comments. This is an opportunity to address the Board regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their name for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Council Office (citycouncil@ogdencity.com). The Board encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an agenda item that includes a public hearing or public input should be given during the meeting as that item is discussed. 7. Comments: a. Executive Director. b. Proclaiming Michael David Wiggill as the Honorary Mayor of Christmas Village for 2017 and declaring Saturday, November 25, 2017 as “Michael David Wiggill Day” in Ogden City. (Approve joint proclamation – voice vote) b. Buy Local. Joint Resolution 2017-6 challenging residents to join the City Council and Mayor in promoting holiday shopping and dining within Ogden City limits. (Adopt joint resolution – voice vote) 3. Approval of Minutes: (voice vote) a. Special meeting of August 8, 2017 – Council member Nadolski b. Work Session of September 26, 2017 – Council member Stephens 4. Public Hearing. a. Fiscal Year 2018 Budget Amendment – Property Tax, Union Station, Public Services, and Capital Improvements. Proposed Ordinance 2017-45 amending the budget for Fiscal Year 2018 in the amount of $1,838,575. (Adopt/not adopt ordinance – roll call vote) 5. Public Comments.
