The purpose of the work session includes presentations and discussions regarding:
Agenda review for the City Council meeting;
Presentation by GOAL Foundation;
Weber State University — Presentation of 10-year Plan;
Incident Command System (ICS) Emergency Training;
Council Comments; and
Council Business.
Any items not fully addressed prior to the City Council meeting, which begins at 6:00 p.m.,
may be addressed immediately following that meeting.

2. Pledge of Allegiance.
3. Moment of Silence.
4. Approval of Minutes (voice vote):
a. Closed Session of October 10, 2017 – Council member Blair
5. Recognition (voice vote):
a. Idle-Free Week. Joint proclamation declaring February 4-10, 2018 as “Idle-Free Week” in Ogden City. It is intended
to help our community understand the benefits that come from reducing vehicle idling, unnecessary driving, and
other actions that contribute to air pollution. (Approve joint proclamation).
6. Request to be on the Agenda:
a. Habitat for Humanity. Representatives from Habitat for Humanity, a non-profit organization focusing on providing
affordable housing, will highlight the work they are doing in Ogden. (No action needed)

7. Reports from Administration:
a. ***Salary Schedule Amendments. Proposed ordinance 2018-2 adopting an amended salary schedule for sworn
public safety employees within the police department and adopting an amended staffing document for merit
employees. (Adopt/not adopt ordinance – roll call vote)
8. ***New Business:
a. Victim Targeting Resolution. Proposed Joint Resolution 2018-1 supporting Enhanced Penalties for Hate Crimes.
(Adopt/not adopt joint resolution – roll call vote)
9. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be
considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are
to state their name for the record. Comments, which cannot be made within these limits, should be submitted in writing
to the City Council Office (citycouncil@ogdencity.com).
The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an
agenda item that includes a public hearing or public input should be given during the meeting as that item is discussed.

Public meetings may be held electronically in accordance with Utah Code Annotated 52-4-207 to allow Council members to participate
via teleconference. The anchor location for the meeting shall be on the 3rd Floor of the Ogden Municipal Building, 2549 Washington
Blvd., Ogden Utah.
