The purpose of the joint work session includes presentations and discussions regarding:
Agenda review for the City Council and Special Redevelopment Agency meetings;
Fiscal Year 2019-2023 Capital Improvement Plan – Directors Discussion;
Emergency Operations Plan – Council Annex;
Council/Board business; and
Council/Board comments.
Any items not fully addressed prior to the City Council and Special Redevelopment Agency meetings,
which begin at 6:00 p.m., may be addressed immediately following that meeting.

4. Request to be on the Agenda:
a. Fiscal Year 2017 Comprehensive Annual Financial Report and Audit Report. Presentation of the Comprehensive
Annual Financial Audit Report (CAFR) and Audit Report for Fiscal Year 2017. (Accept/not accept for review – voice
vote)
5. Approval of Minutes:
a. Joint work session of August 22, 2017 – Council member Stephens
b. Work session of September 19, 2017 – Council member Blair
c. Joint work session of October 10, 2017 and closed executive session of October 24, 2017 – Council member Lopez
d. Special meeting of November 14, 2017 – Council member Nadolski

6. Reports from the Planning Commission:
a. Remove 12th Street Overlay Zone – 800 12th Street. Proposed Ordinance 2018-3 removing the 12th Street
Conditional Overlay Zone classification for property north of 800 12th Street. (Receive input; adopt/not adopt
ordinance – roll call vote)
b. Southeast Ogden Accessory Dwelling Unit Amendment:
i. Presentation.
ii. Accept public input.
iii. Consideration of proposed Ordinance 2018-4 amending Sections 15-15-2 and 15-35-2 to make technical
changes. (Adopt/not adopt ordinance – roll call vote)
iv. Consideration of Petition 2017-9 amending the Ogden Municipal Code to eliminate accessory dwelling units as
an allowable use in the Southeast Ogden Community Plan area. (Uphold the Planning Commission
recommendation to deny the petition/not uphold the Planning Commission recommendation and request that an
ordinance be drafted to reflect the petition request – roll call vote)
7. New Business:
a. Police Department Staffing Study. Proposed Resolution 2018-3 approving the professional services agreement
with Berkshire Advisors, Inc. for the Ogden Police Department Staffing Study. (Adopt/not adopt resolution – roll call
vote)
8. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be
considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are
to state their name for the record. Comments, which cannot be made within these limits, should be submitted in writing
to the City Council Office (citycouncil@ogdencity.com).
The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an
agenda item that includes a public hearing or public input should be given during the meeting as that item is discussed.

Blvd., Ogden Utah.
