Lewis and Lester Park Improvements and Miscellaneous Grant Revenues;  Council business; and  Council comments. Any items not fully addressed prior to the Special City Council meeting which begins at 6:00 p.m., may be addressed immediately following that meeting. 6:00 p.m. Special City Council Meeting City Council Chambers March 13, 2018 1. Roll Call. 2. Pledge of Allegiance. 3. Moment of Silence. 4. Recognition. a. Paula R. Carr. Joint Resolution 2018-3 honoring Paula R. Carr for her contributions to the Ogden Justice Court. (Adopt joint resolution – voice vote) 5. Approval of Minutes (voice vote): a. Regular meeting of August 22, 2017 and work session of October 3, 2017– Council member Stephens b. Special meeting of October 10, 2017 and joint work session of December 5, 2017 – Council member Nadolski c. Regular meeting of December 19, 2017 – Council member Blair March 13, 2018 Page 2 of 3 d. Joint work session of January 9, 2018 – Council member Choberka e. Closed executive session of December 19, 2017 and work session of January 23, 2018 – Council member Lopez 6. Common Consent: a. Financial Principles. Proposed Joint Resolution 2018-2 establishing governing financial principles relating to general financial management, user fees, capital improvements, debt, investments and reserves. (Adopt joint resolution – voice vote) 7. Reports from Planning Commission: a. Central Business District Zone Minimum Lot Size Amendment. Proposed Ordinance 2018-6 amending site development standards in the Central Business District Zone. (Receive input; adopt/not adopt ordinance – roll call vote) 8. Public Hearing: a. Fiscal Years 2019-2023 Capital Improvement Plan. Proposed Ordinance 2018-5 approving the Capital Improvement Plan for Fiscal Years 2019-2023. (Adopt/not adopt ordinance – roll call vote) 9. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their name for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Council Office (citycouncil@ogdencity.com). The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an agenda item that includes a public hearing or public input should be given during the meeting as that item is discussed. 10. Comments: a. Mayor. b. Council members. 11. Closed Executive Session. Consideration of adjourning into a Closed Executive Session pursuant to one or more of the provisions of Section 52-4-205(1) of the Open and Public Meetings Law: a. Strategy session to discuss pending or reasonably imminent litigation d. Strategy session to discuss the purchase, exchange, or lease of real property e.
