Ogden City Council Agenda September 4, 2018 City Council Chambers 2549 Washington Boulevard, Ogden, Utah 84401 3:00 p.m. Site Visit City Council Quality Neighborhoods Initiative Project 884 24th Street September 4, 2018 4:00 p.m. Work Session City Council City Council Work Room September 4, 2018 The purpose of the work session includes presentations and discussions regarding:  Agenda review for the City Council meeting;  Ogden Nature Center Annual Report;  Residential Parking Ordinance Amendments;  Mt. Lewis Community Plan and rezone of property at 424 North Washington Boulevard;  Extension of Honorary Street Name Designations: ◊ Martin Luther King Jr., Street (24th Street); ◊ Cesar E. Chavez (30th Street);  Fiscal Year 2018-2019 Arts Grants;  Council business; and  Council comments. Any items not fully addressed prior to the City Council meeting, which begins at 6:00 p.m., may be addressed immediately following those meetings. 6:00 p.m. City Council Meeting City Council Chambers September 4, 2018 1. Roll Call. 2. Pledge of Allegiance. 3. Moment of Silence. 4. Recognitions: September 4, 2018 Page 2 of 3 a. Jeff Spencer. Recognizing Jeff Spencer for his retirement and the closing of Kent’s Sports Store after nearly 70 years of operation in Ogden. (No action required) b. Hispanic Heritage Month. Proposed joint proclamation declaring September 15 to October 15, 2018 as “Hispanic Heritage Month” in Ogden City. (Adopt proclamation – voice vote) 5. Approval of Minutes: (Voice vote) a. Regular meeting of May 1, 2018 – Council member Lopez b. Joint work session of May 8, 2018 – Council member White 6. Common Consent: (Voice vote) a. Ogden Housing Authority. Consideration of the appointment of Dani Wright to the Ogden Housing Authority. (Approve appointment) b. Martin Luther King Jr. Honorary Street Name. Proposed Resolution 2018-15 extending the honorary street name designation for Martin Luther King Jr. on 24th Street from Jefferson Avenue to Harrison Boulevard. (Set public hearing for September 18, 2018) c. Cesar E. Chavez Honorary Street Name. Proposed Resolution 2018-16 extending the honorary street name designation for Cesar E. Chavez on 30th Street from Monroe Boulevard to Harrison Boulevard. (Set public hearing for September 18, 2018) 7. Report from Administration: a. Bona Vista Water Improvement District Boundary Adjustment. Proposed Resolution 2018-14 declaring the intent to adjust the current water service boundaries of Ogden City and Bona Vista Water Improvement District and setting a public hearing for December 4, 2018. (Adopt/not adopt resolution – roll call vote) 8. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their name for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Council Office (citycouncil@ogdencity.com). The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an agenda item that includes a public hearing or public input should be given during the meeting as that item is discussed. 9. Comments: a. Mayor. b. Council members. 10. Closed Executive Session. Consideration of adjourning into a Closed Executive Session pursuant to one or more of the provisions of Section 52-4-205(1) of the Open and Public Meetings Law: a. Discussion of the character, professional competence, or physical or mental health of an individual b. Strategy session to discuss collective bargaining c. Strategy session to discuss pending or reasonably imminent litigation d. Strategy session to discuss the purchase, exchange, or lease of real property e. Strategy session to discuss the sale of real property f. Discussion regarding deployment of security personnel, devices, or systems g. Investigative proceedings regarding allegations of criminal misconduct (Adjourn/not adjourn into closed executive session – roll call vote) September 4, 2018 Page 3 of 3 11. Adjournment.
