MEETING MINUTES Ogden City Arts Advisory Committee Regular Meeting 2549 Washington Blvd. Room 310 Ogden, UT 84401 801-629-8718 In Attendance: Susan Campbell, Shane Osguthorpe, Todd Oberndorfer, Cam McLeod, Franco Cirilo, Camille Washington, Kseniya Thomas, Stephanie Howerton, Joseph Blake, Deann Armes, Jake McIntire Excused: Jan Hamer, Scott Patria, Absent: Brandon Long, Leon Araujo, Jessica McCowin Staff Present: Lorie Buckley, Regina Esparza, Cat Taylor Tuesday, June 14, 2022 –8:30 A.M. Virtual Zoom Meeting • Welcome and Call to Order – Susan Campbell • Approval of May minutes: Motion to approve – Todd, 2nd motion Stephanie • Marshall White Center Updates – Susan Campbell • Still moving forward. $5,000 public art funds. Project is to do sidewalk Mural. Susan needs to email Todd and Edd from the MWC to make sure if it is on. Lorie will then go to engineering before the artist call. Street paint is not there anymore so Lorie will double check. • Elect a New Vice Chair –Lorie Buckley • Camille Washington is nominated and accepts the role as the new vice chair. Scott nominated via Zoom chat, 2nd Shane, 3rd Todd. • Ogden Arts Festival Update – Regina Esparza • The festival went well and the pin wheels were fun to make. The kids loved the craft. Susan, Lorie, and Leon were there on Saturday and Sunday. Met some people who were interested in the arts such as interested artists looking for opportunities. • Mayor’s Awards – Lorie Buckley • Lorie said the nominations open on July 1st. We have six available openings for honorees. The seventh award will go to Sara Meese. Jake wants to recognize her work on the creative district and the Dumke Arts Plaza. The Committee decides what the award category for Sara will be. Previous honoree list is on the website. Cannot give one person the same award they got before. The Mayor’s Awards are on November 3rd. Scott asked about Sara’s award, Lorie said they can decide such as “special recognition for support of the arts” or “arts advocacy”, etc. It depends on the other nominations, according to Lorie. The social media and press release will go out in July. • Arts Grants – Lorie Buckley • Notifications for grantees will go out today. Public sessions with City Council is June 21st. Normally grantees are asked to attend and thank the council; however, it takes a lot of time, so the city council requested for thank you emails instead. We can still attend, but we have to hold comments and use email. Committee members and grantees can attend in person or on Facebook but hold comments and email them instead. • Grant contracts will be sent, signed electronically, and sent after council approval. • The process happening before the grant cycle opens. • “Create a better contract or culture around it.” – Jake • Keep advocacy work going with new administration and city council staff. • Public Art • The bubble sculpture is being redesigned due to risk. Legal decided it was due to it looking climbable and considered the sculpture an attractive nuisance. Administration and council said to redesign it. Lorie met with the artists to review the design and now the new version looks similar to the “Ziggy” sculpture. New design provided week of June 20. Vertical lines, open top, same scale, size and placement. The rough ideas will be shared with legal and risk before approval/production. It will cost money out of public art for reengineering, and redesign costs but it should be good to go. We have not handled a situation like this before hasn’t been dealt with before in the arts department. Not positive on budget/approval process of additional funds, minor public art for an existing project, or new approval from city council. • UTA opened the road in front of the Dumke Arts Plaza. Extension to the plaza is scheduled to be completed in late August. There is a concrete vault in the road that was unexpected, but it should be fully open by September. Open for programming ideas, and from those with arts organizations. Weber State University will wait because of programming funds. We are open for programming ideas. • Leon asked how programming programs look, Lorie said process to collaborate with the ACE team, or with a bigger organization they work with Ashley for a special events permit. • There should be another grand reopening for the plaza. The sound chimes need to have mallets. Perhaps a reception for Chakaia Booker but unknown because the artist is hard to get to travel possible online option for her to login remotely. • Update on BRT – The opening for Weber State University is August 25 at 10 a.m. MST. NSCB Studios asked for redesign, but we are waiting for an update. Early Fall next year all stations will be in place. About done with our side of things. Chuck Landvatter is working on second piece, then will send to committee. o New Public Art Project ideas proposed by the public art subcommittee. Lorie suggested three to four of the strongest ideas to push forward. o Wonder Block (26th and grant) o 24th street development o Trails and Trail heads (ex. Ogden River) o 9 Rails Creative District flagpoles o Network of elementary schools of Ogden, connect to kids o Freeway exits and on ramps o Public works building (huge wall surfaced for digital/mural art) • Public Art subcommittee decommissioning document shared Public Art Subcommittee is ok for the whole committee to review it. There is a catch-all option where another reason for the committee to decide to decommission (such as if it’s culturally insensitive). It is a clear process of archiving, documenting, and ownership. • Assets. Make sure it doesn’t get thrown away. Valuable but not perceived as valuable. • Presentation for City Council. Arts Master plan in 2021. 1 year review of document and update the city. 5 years is a big review. Recommendation in progress and behind schedule. Staffing, capacity issues, and increasing marketing efforts are some of the items in review/recommended. • Lorie will ask Greg if Planning Commission needs to see the review of the Arts Master Plan • Sub-Committee – Susan • Executive – Susan –none • Nine Rails Creative District – Subcommittee 9 rails creative district to inform public – help with programming, pull permits, pop-up events, insurance, etc. Lorie will send out invites to the committee about upcoming ODA meetings in the Nine Rails. • Literary- Jan – New Poet Laureate Angelika Brewer selected. Van Sessions to highlight poet laureate. Press release of Angelika to be done by Regina. • Public Art-Jake – Arts in the park – noon to one. There are drums, a storyteller, Ensemble, a puppeteer, Ballet, etc. Van sessions in July should be great. Next Ensemble (telephone, combat), Onstage Ogden is doing patriotic pop-up show bash, and Artesian market during First Friday Art Stroll. • Arts Grants- Shane – Shane will set up recap meeting from the grant process. • Public Questions & Attendance - • n/a • Adjourn Time • Motion to Adjourn – Shane • 2nd – Todd • 10:07– meeting adjourned.
