AGENDA Ogden Diversity Commission Zoom Meeting WEDNESDAY, April14th, 2021 – 1:00 PM In Attendance: Taylor Knuth, Adrienne Andrews, Stacy Bernal, Kathie Darby, Roger Snow, Christine Ipsen, Iveth Vazquez, Jeremy Shinoda Excused: Betty Sawyer, Tom Szalay Absent: Kye Hallows Ogden City Staff Present: Diana Lopez, Mara Brown 1. Welcome. 2. Roll Call. 2.1. Approval of minutes from 3/10/2021. 3. New Business. 3.1. Commissioner Check-in (Chair Knuth – 5 mins). 3.1.1. Commission Bernal- Autism Month this month 3.2. Hiring Updates (Mara Brown - 5min) 3.2.1. Police chief moving forward. 5 candidates will be interviewed on 4/26 3.2.2. Diversity Affairs position closed on 4/12. Open for 3 weeks. Had about 11-12 applications. Still screening for interview. Next Chair will be invited to interview. Kathy and Diana will be part of it. 3.3. Ogden Police Special Services Coordinator (Don Chantry 15 min) 3.3.1. Bike safety for kids. Has classes and training available.  3.3.2. Promote wearing of bike helmets- gives away free helmets with a free fitting to make sure they fit correctly. Bike Rodeos are an option- they teach bicycle safety and ride through some obstacle. And that your bike is good for the road. 3.3.3. Wants to expand what he is doing. What to hold larger bike rodeos and do bike presentations. Want to find different venues to do these. 3.3.4. Kathy- mentioned pedestrian taskforce and maybe Don can go to that. 3.3.5. Christine- has a new parking lot for Headstart that is large and would like see if they can do that 3.3.6. Roger- asked who is contact at Ogden School District. Roger offered to connect him with a different contact. Suggested using SRO’s to connect. 3.3.7. Iveth- Community School coordinators. Offered to connect him with all the coordinators. 3.3.8. May be able to do a Saturday or Weekends 3.4. Encircle- Sean Allsop- (40 mins). 3.4.1. Jacob Dunford is the COE of Encircle also in attendance and presenting 3.4.2. 5 things Encircle offers, Drop- in hours M-F 2pm-8pm, Programming (arts, etc. Also available for parents), Friendship Circles (support groups. Also available for parents), Therapy (subsidized and reduced cost therapy. Sliding scale, and accepts every major insurance. Encircle Library. 3.4.3. 3 house they have will serve thousands of families per house 3.4.4. What makes them different- focus on family. Embrace community conversations, 3.4.5. Showed Video about Ogden and what Encircle will bring. 3.4.6. How can Ogden community get involved: 3.4.6.1. Spreading the word- sharing social media post, Facebook, Instagram, etc. Events will be posted on social media and more opportunities to be involved. 3.4.6.2. Seeking Support- have opportunities to create your own fundraiser online. Small intimate events happening in Ogden. Taylor is part of that. Sean is connector so he can help make that connection.  3.4.6.3. Making a personal Contribution – All of the room in the home can be “purchased”. A way to contribute and the room can be named after you, (i.e., the Barbara room, etc.). They have pavers that can also be purchased, and a name will go on them. You can also be a monthly donor to Encircle- you can pick the home that you want the money to go towards. As they are building the home, connections with local resources/business who can also help is accepted. Volunteering your time at the house. 3.4.6.4. Want the home to be build for the community by the community. They want it to be teamwork and communities to work together. It allows for the community to be proud that the home is there. 3.4.6.5. Encircletogether.org has more detailed information 3.4.6.5.1. Services are available to any LGBTQ people of any age. 3.5. Weber – Morgan Health Department- Jesse Bush (10 min) 3.5.1. Covid-19 Vaccinations 3.5.1.1. Added new question about sex/gender/sexual orientation 3.5.1.2. 3 vaccines currently dispensed. Pfizer, Moderna, and Johnson &Johnson (J&J has been suspended as of yesterday 4/13). Difference in effectiveness 3.5.1.3. 2 weeks after 2nd shot you are fulling vaccinated. You will be designated as having “immunity” so quarantining if you have been exposed is not necessary. 3.5.1.4. Having a reaction to the vaccine is normal. 3.5.1.5. 19 providers in Weber-Morgan have access to dispense the vaccine. 3.5.1.6. Counties wide- People with at least one dose 90, 116, fully vaccinated 56,105, total doses administered 141,509. 3.5.1.7. Appointments are not all made public, available vaccine varies. 3.5.1.8. Age group breakdown was given. More people have been vaccinated the older they get 80% of 70+ yrs have been vaccinated. 3.5.1.9. Vaccine by rate and ethnicity (Data from March)- Data is skewed since but percentages are going up. 30-33% of vaccines dispensed by WMHD have been to other counties.  3.5.1.10. Vaccinate.utah.gov is where Weber- Morgan Health Department (along with 3 others) have available vaccines. 3.5.1.11. Barriers to communities of color. Staff has been going out to different areas of the community that don’t have access to technology and helping register them for the vaccine. 3.5.1.12. Sex (Assigned at birth), Gender ID, Sexual Orientation are new questions. Has been received with mixed reviews. As a Health Department, they need to know who they are providing services to and who needs different services that they need to support. 3.5.1.13. They partner with dedicated community members/organizations who have are helping get different communities get vaccinated. 3.6. New Leadership Elections (Chain Knuth- 20 mins) 3.6.1. Commission Andrews- What has leadership looked like. 3.6.1.1. This has been a labor of love. Things happen when we do them. We have agreed by serving on the commission to improve the relationships with the communities who have not been heard or have not felt safe to voice a concern with the city. You all have to say this is where my skill set is and this is how I can apply it. 3.6.1.2. Our imagination is out limit and Mara is great on telling us what we can’t do by law. 3.6.1.3. Commissioner Andrews is still committed to continuing the Conversations that she scheduled with Diana (OPD). 3.6.2. Chair Knuth- 3.6.2.1. Leadership involves a weekly meeting with Mark Johnson 3.6.2.2. Once a month with leaders of functional committee to decide agenda 3.6.2.3. Run the meetings. 3.6.3. Vice Chair nominations- Commissioner Darby opens nomination- Commission Shinoda 2nd- All say “I”, non opposed 3.6.4. Commissioner Andrews nominates Commissioner Bernal. Commissioner Andrews is impressed with efforts and commitment. Relationship with the  Chamber of Commerce, amazing non-profit that she has been able to do great things and it will help her activate and engage commission in the community. 3.6.4.1. Commission Bernal is willing to accept nomination- appreciates that she is considered. She is very passionate about mission and work that needs to be done. Excited to carry on the legacy of the work. 3.6.5. Commissioner Shinoda nominated Commissioner Darby- She is very motivated and has already done so many other things 3.6.5.1. Commissioner Darby has a lot on her plate take on the role but will back the nomination of Commissioner Bernal 3.6.6. Commissioner Shinoda closes nomination, 2nd by Commission Darby? 3.6.7. Opened nominations for new chair. 3.6.7.1. Commission Darby nominates Commissioner Shinoda- has worked so hard on so many things, he gets an assigned and gets it done. He has follow-through and commitment. He has done so much with outreach, getting us out in the community, has leadership skills, and understands what we are doing and how to get things done. 3.6.7.1.1. Commissioner Shinoda accepts nomination- excited to follow in the footsteps of so many people. Thinks he can lead effectively. Has a great time with of group of people. 3.6.7.2. Motion to close- Commissioner Darby and all in favor. 3.6.7.3. Commissioner Ipsen 2nds Shinoda nomination. Commissioner Shinoda confirmed. 4. Old Business. 4.1. Community Conversation Committee Update (Vice Chair Andrews – 5 mins). 4.1.1. Flier is being designed. Use of Force & Accountability 4.2. Nominating Committee Process (Vice Chair Andrews – 2 mins). 4.2.1. Needs functional committee information so we can proceed. 4.2.2. Diana informed everyone that documents had been found it is taking time to transfer all the files from Viviana’s old email. 4.3. Outreach Committee Update (Commissioner Shinoda – 5 mins).  4.3.1. Commission Szalay- all the videos have been done 4.3.2. Commissioner Ispen- outreach ideas: radio presence, and podcasts 4.3.3. If there are other ideas, let Jeremy know. 4.4. Racial Equity in Policing Committee Update (Commissioner Sawyer – 5 mins). 4.4.1. No updates. Just waiting to see if conversations overlap with what the committee is trying to do. Now she knows 4.5. Rules Committee Update (Commissioner Darby – 5 mins). 4.5.1. The rules are about done and once everyone has had a chance to look at them, commission can vote on them. 5. No Action Required. 6. Comments: 6.1. Commission Staff. 6.1.1. NA 6.2. Commission Members. 6.2.1. Chair Knuth informed everyone about the email from City Council about the street name concerns. 6.3. Public Comment: This is an opportunity to address the Commission regarding concerns or ideas on any topic.
