1. Welcome.
2. Roll Call.
2.1. Approval of minutes from 4/14/2021. Bypassed since there isn’t a quorum.
3. New Business.
3.1. Commissioner Check-in (Chair Shinoda – 5 mins).
3.1.1. Commissioner Ipsen- Bike rodeo this Saturday from 10am-noon
3.1.2. Vice Chair Bernal- In contact with Chief Young, Autism awareness education/
training with OPD
3.1.3. Commissioner Darby- Chairman of Roads to Independence- tons of medical
equipment for those who need it. 3350 Washington Blvd
3.1.4. Commissioner Szaley- United Church of Christ (LGBTQ friendly church) and they
have a spot in the Pioneer Day parade.
3.2. Hiring Updates (Mara Brown - 5min)
3.2.1. Initial interview panel happened 5/11. It was narrowed down to 2 individuals
who speak multiple languages. Next interviews scheduled for next week. Smaller
number of applicants but the final 2 are great choices.
3.2.2. Next meeting will have another update.
3.3. Homeless Coordinator- Ogden Police (Anna Davidson- 45 minutes)
3.3.1. Originally part-time and now full time. Works with other agencies to fill the gaps
and help with barriers in our homeless population.
3.3.2. Goals- Engage Ogden Homeless population
3.3.2.1. Implement and individual approach
3.3.2.2. Works with multiple local agencies in order to connect with resources
3.3.2.3. Designated police officer who works with her.
3.3.2.4. Goals- Reduce recidivism, cost to the community, help people with more
than just housing.
3.3.3. Has a wholistic approach to address homelessness and works diligently to
humanize homelessness.
3.3.4. Stories of homeless, pics and before & after pics
3.3.5. Deals with many of mental illnesses within the homeless community. Main
ones are bipolar, dissociative disorders, PTSD, schizophrenia. Feels strongly
about understanding mental health. PTSD is very common, happens in more than
just veterans.
3.3.6. 12% increase in homeless population from 2019 to 2020. 2021 number not
available yet.
3.3.7. Mitigating factors include domestic violence, mental health, etc.
3.3.8. What can you do:
3.3.8.1. Educate yourself
3.3.8.2. Talk to them like they are people
3.3.8.3. Assess for visible needs, send Anna info 801-629-8092

3.3.8.4. Do not confront people in crisis, call authorities
3.3.8.5. Do not confront a person doing illegal activities, call authorities
3.3.8.6. Question:
3.3.8.6.1. Commissioner Sawyer- small info card available? Anna has
pamphlets but may need to make something smaller. Is there
something that Commissioner Szalay can do to help tell that story.
Anna would like to see how we can make that happen.
3.3.8.6.2. Commissioner Ipsen- also wants business cards
3.3.8.6.3. Commissioner Vazquez- needs resources for 18 yr olds
specifically. Anna does not have a specific resource, but Youth Futures
will sometimes make exceptions. That is an age group that is lacking
resources. Maybe Center of Excellence with Weber County
Commissioner Office
3.3.8.6.4. MCOT- Mobile Crisis Outreach Team- police, mental health
professionals, and medical services respond.
3.3.8.6.5. Weber County as a whole is doing a great job working together to
collaborate to get help for these individuals.
3.4. Motion was made to move Public Comments here. commissioner Darby and 2nd by
Sawyer to move up public comment)
3.4.1. Bonnie Owens- Promise of South Salt Lake. They talk about Ogden a lot so
wanted to see what we have going on. Ogden is doing great things and keep it up.
3.5. In-person meetings (Vice Chair Bernal- 10min)
3.5.1. How does everyone feel about moving back to in-person
3.5.1.1. Mara will look into legal considerations on in person meeting. There may
be some leeway on in person meetings and what they date for that will be.
3.5.1.2. Mark Johnson- We can have a hybrid meeting. We have the option
3.5.1.3. Commissioner Snow- he would love to do in person meeting once the
governor lift the mandates. It can bring everyone closer together and would
vote to do in person asap.
3.5.1.4. Mara- we can work something out about opening the 3rd floor conference
room to in person and open to public. Mara will reach out to Recorders about
that. Ogden City is following Governors standard on masks.
3.5.1.4.1. Vice Chair Bernal Is there a larger space available? Maybe
council chambers per Mara.
3.5.1.4.2. We will wait for further information from Mara. We will take it
month by month for now.
4. Old Business.
4.1. Community Conversation Committee Update (Commissioner Andrews – 2 mins).
4.1.1. Commissioner Andrews not in attendance. Diana Lopez gave update on how the
last Townhall went
4.2. Nominating Committee Process (Commissioner Andrews – 2 mins).
4.2.1. Mayor has not seen the names yet. Should be getting to him shortly
4.3. Outreach Committee Update (Chair Shinoda – 5 mins).
4.3.1. Elect new chair since Chair Shinoda no longer is able to Chari committees
4.3.1.1. Commissioner Darby for Commission Szalay, 2nd by commissioner
Ipsen. Commissioner will chair the committee.
4.3.1.2. Vice Chair Bernal wants to be part of the committee.
4.3.1.3. Commissioner Darby wants to gauge comfort level for Juneteenth. She
would like to get back to outreach.
4.3.1.3.1. Commissioners Snow and Darby feel comfortable tabling a booth
at Juneteenth. (June 19-20th. Start at noon on Saturday)
4.3.2. One video left, it is with marketing and should be released soon.
4.4. Racial Equity in Policing Committee Update (Commissioner Sawyer – 5 mins).
4.4.1. Questions to meeting with administration? Ask for Citizens advisory board to be
part of the Ogden Police Department. Previous chief had agreed to have some
reps from PD on a focus group. Is that still a direction that we want to move in.
Chair Shinoda will follow up.
4.4.2. Clean Slate Coalition- record expungement state law. Committee is getting
website up and going so they can notify people who may qualify for this program.
4.5. Rules Committee Update (Commissioner Darby – 5 mins).
4.5.1. One more month to go before approval. Mara suggested that we wait until our
new person is hired so they can also have a look at them.

6.1. Commission Staff.
6.1.1. Diana- Will stay on to help new person get familiar with the Commission.
6.1.2. Mara- Diana Lopez and John Thomas with Ogden Police helped with the first
annual Ogden City Career Fair. May 26th from 1-4pm at the Ogden Amphitheater.

6.2. Commission Members.
6.2.1. Commissioner Darby- Has been attending school board meeting where new
superintendent is being discussed. Maybe someone from the commission would
be a good addition to their hiring process. Has forwarded some names to the
school board including herself.
6.2.1.1. Commissioner Snow- wrote a letter asking for more diversity on the
commission they are forming. Framed it from the perspective of a teacher.
