1. Welcome.
2. Roll Call.
3. Action Item - approval of minutes from 11/10/2021.
a. Chair Shinoda had one change; move Commissioner Jones from absent to excused.
Commissioner Sawyer made a motion to approve the minutes. Commissioner
Ipsen seconded. Motion passed unanimously.
4. New Business.
4.1. Current events in the community - Chair Shinoda
a. Chair Shinoda attended the police town hall meeting. Diana reported that there
wasn’t a good turnout. The only attendee was Chair Shinoda, but he did have a
great conversation with the law enforcement leadership. He stated it was a great
networking opportunity for him. Commissioner Sawyer asked Diana if the police
department was willing to schedule another one and how the Commission could
support that. Diana stated that they are willing to schedule more meetings but are
waiting for the holidays to pass. She stated the low attendance was probably due
to the meeting having to be rescheduled several times and there were competing
meetings going on that day. Diana asked the Commissioners for ideas on future
topics. Commissioner Snow suggested a topic of how we can increase
recruitment efforts for police departments and policing efforts in our schools for a
future town hall meeting. Commissioner Jones asked if there was a flyer sent out
or posted anywhere advertising that event. Diana stated they did post a flyer on
their Facebook page and the Diversity Commission posted it as well on Facebook
and Instagram. The Commission asked Diana if they could collaborate and help
with the planning of the future town hall meetings. Diana didn’t see a reason why
they could not.
b. Commissioner Snow asked Diana if Ogden PD offered internships for high school
students. Diana stated yes, they do, and she is over the internship program. The
program is 6-7 weeks, where the students come in once or twice a week
depending on their school schedule and they get to spend time with each division.
If they are 18 or older, they can do a ride-along. She stated they have hired
students from their internships. They don’t currently have anyone doing high
school internships, but their college internships are going on now, with a couple
more starting in January.
c. The Marshall White Center Town Hall was conducted last week. Chair Shinoda
stated it was a very good discussion and felt there is progress moving forward.
d. Commissioner Jones asked if there was going to be a Christmas dinner at the
Marshall White Center this year. Commissioner Ipsen stated that Edd Bridge
reached out to her and expressed some concerns about having a large amount of
people in the Marshall White Center for an event. Commissioner Ipsen will reach
back out to Edd and find out what they decided to do.
e. Commissioner Sawyer stated Project Success has partnered with Operation Warm
for an event on Saturday the 18th to hand out free coats and shoes to the
community.
f. Commissioner Ipsen stated that Community Christmas is December 11 th at Ben
Lomond. 2000 children are involved in this event. CJ asked if there was a tabling
opportunity for this event. Commissioner Ipsen replied that Commissioner Darby
would be a great contact to give her that information.
4.2. Christmas Village Cottage- CJ Hernandez
a. CJ stated she reached out to the Christmas Village Committee and there is a
cottage available for next year’s Christmas Village. CJ sent out the guidelines for
decorating the cottage to all Commissioners. She stated the Commission would
need to submit a non-professional sketch of their concept by May to be approved
by June so there would be enough time to start working on the cottage. The city
starts setting up the village right after Halloween. A discussion can take place
over the next few months on a concept.
b. Chair Shinoda suggested having a sub-committee for this. Commissioner Snow
stated he would be interested because he teaches an architecture class and has
120 students that could possibly help with this concept. The Commissioners are
in support of this and creating a sub-committee to help with the project.
5. Old Business.
5.1. OWTECH Ogden City scholarship recipient & council meeting—Commissioner Darby
a. CJ stated that the candidate selected was William Hendrix who is an older student
going back to school as a second career and is studying graphic design. He’s had
some health challenges due to Covid and has a small family to support. The City
Council will do a presentation at their next meeting on December 14 th. She stated
any Commissioner is welcome to attend that meeting.
5.2. Annual Report Status- Chair Shinoda
a. Chair Shinoda stated this report should be finalized soon.
b. CJ stated that the annual report needed to be presented to City Council so they
would need to get on their schedule to present that report.
6. Committee Reports.
6.1. Outreach Committee Update
a. Commissioner Szalay attended the grand opening for the Plaza and Monarch and
stated that a few of the studio artists were disappointed that Craft Lake City
charged a fee to get in, so they lost some business. Commissioner Szalay would
like to promote more events in the community besides just tabling.
7. Comments from Staff.
7.1. CJ Hernandez
a. CJ reminded the commission members that some terms are expiring in March. A
member can only serve for two terms. Please send any new members that may be
interested in joining. The application process is easy and available online.
8. Comments from Commission Members.
8.1. Commissioner Ipsen
a. Commissioner Ipsen will check with Jordan on if the Commission can table at the
Community Christmas. She will email the Commission as soon as she gets an
answer.
8.2. Commissioner Sawyer
a. Commissioner Sawyer stated there’s an opportunity for tabling at Marshall White
next Saturday. She will be there from 11-4 if anyone is interested in attending.
She also will send out information to CJ regarding Community Kwanzaa on
December 27th at Second Baptist Church at 6pm.
9. Public comment: This is an opportunity to address the Commission regarding concerns or
ideas on any topic. To be considerate of everyone at this meeting, public comments will
need to be submitted electronically, diversity@ogdencity.com or by calling 801-629-8109.

9.1. Bryce Sherwood- Weber County Health Department
a. The health department had previously been involved with the Diversity
Commission and would like to become more involved since they hired a Health
Equity Coordinator. This position is funded by the health department and is
guaranteed until June 2023. The health department would like their equity
coordinator to collaborate with the Commission, so they aren’t duplicating efforts
on their part.
b. Chair Shinoda asked if the new Equity Coordinator could commit to attending the
monthly meetings of the Diversity Commission with a standing item on the
agenda for community health updates. Mr. Sherwood stated that either he or the
Equity Coordinator would be willing to attend the meetings.
c. Commissioner Sawyer stated that at the height of Covid, they were having a
multicultural covid committee meeting weekly with the health department to gain
information. She asked Mr. Sherwood if that’s something that can be brought
back. Mr. Sherwood stated they would be willing to participate. Chair Shinoda
stated the Diversity Commission would take the lead in scheduling these
meetings and would try to schedule one before the end of the year.
d. CJ reminded the Commission of the Multicultural Affairs weekly meetings Fridays
at 3:00 pm. She encouraged the Commissioners to attend these meetings if they
were available. Chair Shinoda asked CJ to send him a link to the next meeting.
