Welcome. 2. Roll Call. 3. Action Item - approval of minutes from 10/13/2021. a. Commissioner Darby made a motion to approve the minutes. Commissioner Sawyer seconded. Motion passed unanimously. 4. New Business. 4.1. Current events in the community - Chair Shinoda a. 10-year-old student from Davis School District who took her own life. Stacy Bernal has an autistic child and will be meeting with Davis and Ogden School District to talk about bullying and autistic children to start a conversation for change in the schools. b. There was recent racist vandalism at Weber State by a white nationalist group. Students protested for change by sleeping in the student union overnight. Weber State had an outside consultant conduct an equity audit and the report hadn’t been released to students yet. The students were demanding to see that report. c. Chair Shinoda, CJ, Commissioner Sawyer, and other City staff members attended the Salt Lake Chamber Diversity Summit last week and it was a great opportunity to network and hear from some amazing speakers from several world class companies. 4.2. HUD Program in Ogden- Cathy Fuentes a. Cathy Fuentes presented a PowerPoint presentation on the HUD grant funding plan (see recording for full presentation). Cathy will send a copy of the presentation to all Commissioners. 4.3. OWTECH Diversity & Inclusion Coordinator- Estefani Perez a. Ms. Perez spoke about the diversity and inclusion efforts being taken at the tech college. Most efforts currently are internal based on setting up DEI trainings, LGBTQ+ training, and undocumented/documented student ally training. In the future the college is looking at creating a budget to build a new building with a student resource center right as you enter the building. The current enrollment for Hispanic/Latino population is 26.7%. The college is giving free tuition until June of next year, which doesn’t include materials/supplies, but these could be covered by certain grants. Scholarships were given to several students in the Weber County area. Utah State Higher Education is creating a campus safety and equity commission and OWTECH is reaching out to students to join the commission to represent their population. 5. Old Business. 5.1. Annual Report Requirements for 2020-2021 – Chair Shinoda a. Chair Shinoda is wrapping this report up this month. 5.2. Strategy Plan Update for 2021-2022 (Action Item)- CJ Hernandez a. Commissioner Harbath made a motion to approve the strategic plan. Commissioner Szalay seconded the motion. Motion passed unanimously. 5.3. Functional Committee Updates- CJ Hernandez a. CJ recapped the current committees that were settled on after the last committee meeting, which are Community Conversations Committee (Chair Knuth), Outreach Committee (Chair Szalay), Communication/Marketing & Event Protocol (Chair Knuth), Race Equity & Policing Committee (Chair Sawyer). Please let CJ know what committee you would like to be involved with. 6. Committee Reports. 6.1. Outreach Committee Update a. On December 4th, Project Success is having a mini resource fair at the Marshall White Center with vaccination clinics and other resources such as workforce services attending. Operation Warm will also be giving away coats/shoes at the event. b. Commissioner Darby informed the commission about Community Christmas at Ben Lomond High on December 11th if anyone wanted to attend and participate. c. CJ looked into having a cottage in Christmas Village for next year. There is an available cottage that could be donated next year if the Commission wants to sponsor and decorate it. 6.2. Racial Equity and Policing Committee Update a. There will be a Police Community Conversation on the 18 th from 6-7:30 pm at the continuing education center at the Weber State Center. 7. Comments from Staff. 7.1. CJ Hernandez a. CJ reminded the commission members that some terms are expiring. A member can only serve for two terms. If you’ve only served one term, then think about renewing for another term. Please send any new members that may be interested in joining as well. 8. Comments from Commission Members. 8.1. Commissioner Szalay a. Commissioner Szalay asked how the Diversity Commission can propose ideas to City Council and get support that will make a difference instead of just looking good on the mayor’s page. He doesn’t feel that the Commission is very functional or that the City Administration takes the ideas and opinions of the Commission to promote any change. CJ explained that the commission’s scope is an advisory board to the City Council and that the strategic plan is a good way to promote the Commissions ideas and that the input from the Commission is invaluable to the City Administration. 8.2. Commissioner Sawyer a. Commissioner Sawyer would like to follow-up with City Council to know what the commissions’ role is and make sure they are being true to the community in terms of representing what they have put forth as their recommendations and staying engaged in that process. 9.
