Minutes of the meeting of the Natural Resources and Sustainability Stewardship Advisory Committee held Thursday, November 16th, 2023, at 4:00 p.m. in-person at the city offices and via electronic web conferencing in accordance with Utah Code 52-4-202. Lorenzo called the roll. APPROVAL OF MEETING MINUTES • Stephanie made a motion to approve the October 26th, 2023, meeting minutes. Jonathan seconded. The motion passed unanimously, apart from Taylor who was having technical difficulties. WATER CONSERVATION PRESENTATION • Matt Haack, Ogden City’s Water Conservation Coordinator, gave a presentation about water conservation, his position, and the city’s water conservation goals. SUBCOMMITTEE REPORTS • Energy Wise Subcommittee o The subcommittee met last week and discussed the development of a business informational roundtable as stated in the Energy Wise plan, which would discuss energy efficiency programs. The subcommittee would like to do this in February. o They asked who to work with in the development of this roundtable. Lorenzo said he would connect them with Sara Meess, as well as potentially Dominion Energy. They also asked about budget; Lorenzo said that he would look into it and see where the committee could access funding. o They asked about specific businesses that they may be able to reach out to. The committee couldn’t come up with any businesses, but generally brainstormed that the largest businesses may already have dedicated sustainability staff and may not need the energy efficiency program information, but mid-size businesses may be a better bet. o The subcommittee also noted that the energy efficiency resource guide is hard to find on the city website. They will be suggest a new location to Lorenzo. They also mentioned that there are several outdated resources on the guide; They will tell Lorenzo what changes they’d like to see. • EV Charging/Parking Subcommittee 1|Page o The subcommittee met, and discussed the previous EV recommendations. They’d like a timeline/deadline to give the recommendations by. Lorenzo said he’d provide a deadline. o Jonathan mentioned the report that some Weber State students created about EV charging stations. o The subcommittee noted that they are having difficulty using the OneDrive. Lorenzo said he would figure it out. o They created an outline for their recommendations. • Recycling Subcommittee o The subcommittee is working with Lorenzo to find the old recycling flyer and then update it. o They are looking at city code to see if they could suggest any sort of change that would require recycling, which could then be brought to city council. COMMITTEE MEMBERSHIP RULES • The committee did not vote on this as there was no longer a quorum in the meeting when the item was brought up. • Dan asked about the line that mentions giving notice to make changes to the rules and procedures. Lorenzo said that we can take that out as the Recorders office said it wasn’t necessary. H.B. 411 UPDATE • Lorenzo gave an update saying that CREA was discussed in the council meeting on 11/14. There was good discussion on both sides of the issue. The council ultimately voted in favor of passing a resolution authorizing the mayor to sign the utility agreement. It’s unclear whether it will be the Mayor Caldwell or the next mayor who signs the agreement, but it seems that no matter who it is, it will get signed. The requested date for signatures is November 17th, but that is not a hard deadline. Ogden could potentially sign it after that and still meet the submittal deadline. The mayoral candidate on the council voted in favor of authorizing the mayor to sign the agreement, and the other mayoral candidate has said he would sign it. There were also several public comments in the council meeting, most in favor but some against.
