Minutes of the meeting of the Natural Resources and Sustainability Stewardship Advisory Committee held Thursday, December 7th, 2023, at 4:00 p.m. in-person at the city offices and via electronic web conferencing in accordance with Utah Code 52-4-202. Lorenzo called the roll. APPROVAL OF MEETING MINUTES The committee originally skipped this agenda item as a quorum was not present at the time the item came up. They later came back to the agenda item when a quorum was present. Jonathan made a motion to approve the November 16th, 2023, meeting minutes. Stephanie seconded. The motion passed unanimously. NUCLEAR ENERGY PRESENTATION Thomas Gooch, an Ogden resident, gave a presentation about nuclear energy. See the meeting recording to listen to the full presentation. SUBCOMMITTEE REPORTS Energy Wise Subcommittee o The subcommittee has not met since the last committee meeting. o Dan said that Lorenzo connected him with Sara Meess. Dan is now coordinating with her to organize the business roundtable. o Dan heard back from Kym Buttschardt, who had several recommendations of individuals who may want to join the subcommittee. o Dan sent Lorenzo some recommendations on items to change on the energy resource guide that is contained on the Ogden City website. Lorenzo will fix the links. o Dan said that the built-in search function on the city website didn’t work very well for finding the energy resource guide, but that it was easier to find via other methods. EV Charging/Parking Subcommittee 1|Page  o Jonathan said that he has been organizing files in the shared drive, including background information on EV charging. o Lorenzo asked whether the shared file structure that he set up was working. Committee members will try it and see if it works. Recycling Subcommittee o Tara did some research in the city code to find references to recycling requirements. She found that Ogden City needs to provide the option of recycling service, if requested by a multifamily property and approved by the Public Services Director. It doesn’t require multifamily properties to recycle. Salt Lake City implemented an ordinance in 2018 that requires multifamily and business properties to recycle if they produce over 4 cubic yards of waste. They need to subscribe to an authorized hauling service that can divert 50% or more of the recycled items generated or do self-hauling, they require that they provide bins and areas for recycling for use by occupants, employees, and residents, along with signage. They also need to distribute information on recycling, as well as having covers on the bins. She didn’t find anything for schools. o Jonathan asked Tara if the idea was to modify Ogden city code to have similar language. He mentioned that the committee gets tons of feedback from residents when they are out doing public events. Tara said that yes, that is the direction that they are going. She or Stephanie will reach out to SLC to get more information. o Lorenzo said that the Sustainability Committee would generate a recommendation, then he would run it through the various city approval processes. He stated that because recycling is one of the committee’s specific stated focus areas, it makes sense to address this issue. He also said that it is possible that the city ultimately wouldn’t want to accept the committee’s recommendation, but that doesn’t mean the committee can’t/shouldn’t try. o Dan agreed with the effort, saying that he thinks this is something the subcommittee should pursue. o Jonathan mentioned the unified development code update, saying this could be a good time to look at this issue because of that. o Dan suggested that the committee could invite someone from SLC to talk about their recycling requirements. Stephanie said that she could reach out to a few of her contacts in SLC where she took a recycling course. o Lorenzo mentioned that he scheduled a meeting with Ogden City events staff to discuss reimplementation of recycling at larger city events. COMMITTEE MEMBERSHIP RULES Lorenzo outlined the draft rules and procedures. Erika made a motion to approve the rules and procedures. Jonathan seconded. The vote was unanimous in favor. PUBLIC COMMENTS Thomas Gooch, Ogden resident, said that he doesn’t believe a city that can’t keep its streets clean should be copied by Ogden City. OPEN DISCUSSION Tara asked how much of another city’s code could be used to emulate ordinances and other items. Lorenzo said that he could check with legal. He also said that whatever ultimately gets put into Ogden city code would be approved by legal so it shouldn’t have issues. Dan suggested that the committee invite a Weber State University student to speak at a future committee meeting. The student took temperature measurements at various locations within Ogden during the summer and has some interesting results. The committee said that they would be interested. 2|Page  Lorenzo mentioned that he has a small budget for expenses incurred by the committee in organizing events and other initiatives. Lorenzo mentioned that the recycling subcommittee could still meet if they didn’t have a quorum, and they wouldn’t have to do an agenda, minutes, or recording.
