Minutes of the meeting of the Natural Resources and Sustainability Stewardship Advisory Committee held Thursday, June
27th, 2024, at 4:00 p.m. in-person at the city offices and via electronic web conferencing in accordance with Utah Code 52-4-
202.

CALL TO ORDER / WELCOME / ROLL CALL/INTRODUCTIONS
• Jonathan called the meeting to order. Lorenzo called the roll.
APPROVAL OF MEETING MINUTES
• Stephanie made a motion to approve the May 23rd, 2024 meeting minutes. Lena seconded the motion. The
meeting minutes were unanimously approved.
EVENTS DEBRIEF
• Erika gave a debrief of the Twilight Concert, which was also attended by Dan, Lorenzo, and a few other
volunteers to help recycle. The group gathered nearly 90 pounds of recycling.
UPCOMING EVENTS
• The committee discussed logistics for the next Twilight Concerts on July 5th and 6th. Julez said he would be
able to attend July 5th. The committee discussed bringing friends or family to come help recycle. Lorenzo said
that it would be fine as long as they were at least 21 years old and actually spent the concert time helping to
recycle.
• Jonathan asked whether the concert recycling was worth the committee’s time. Erika said that she felt it was
definitely worth it, and that many people at the concert have thanked her for recycling. She said that even
though it’s a drop in the bucket, it could lead to Ogden City implementing the recycling themselves in future
years. The committee doesn’t want to spend all their time doing recycling for all events that won’t implement it
themselves, but could spend time in anticipation of next year working with the city to implement official
recycling policies.

• Stephanie asked whether the city could charge a fee that could go towards the committee to help them recycle.
Lorenzo said its possible, but more likely that a fee would be charged to the vendor/event host to recycle or a
requirement to implement recycling.
EV CHARGING SITE
• Stephanie was talking to Nate Staker, manager of the Ogden Botanical Gardens, who has been interested in
putting in an EV charging station or an educational solar/wind installation at the gardens. It is also a place
where people spend about an hour, so it could be a good spot for an EV charger. Stephanie said that USU owns
the land, but Ogden funds the gardens.
• Lorenzo mentioned several Rocky Mountain Power grants that the botanical gardens could apply for, such as
their make-ready program which Ogden City utilized to put chargers in the municipal building.
• Lorenzo mentioned that the educational display could fit within the committee’s purpose, one of which is public
education about environmental topics. Lena mentioned that the city/committee could potentially apply for a
RAMP grant. Steve mentioned that the committee should probably talk to USU to see if they’re on board. Julez
mentioned that it would be important that the educational display is also functional.
SUBCOMMITTEE REPORTS
• Energy Wise Subcommittee
o The subcommittee met at Kaffe Mercantile. They had a member of the community attend the
subcommittee as well. Amy Wicks, former Ogden City Council member, also wants to participate in the
subcommittee. Lena will be looking at incentives for small businesses to add to the existing resource
guide that is on the Ogden sustainability website, and for ways to make the guide more
understandable.
o The subcommittee will organize the virtual Energy Wise Ogden Business Roundtable.
• EV Charging/Parking Subcommittee
o No update at this time. Regarding the General Plan parking meeting, Lorenzo hasn’t heard a specific
date yet, but he will reach out and ask for a date and any way the subcommittee can help.
• Recycling Subcommittee
o See updates in the Event Debriefs section.
ANNUAL REPORT DEVELOPMENT
• The council has not decided when the annual reports will be given. Typically the chair gives the presentation to
the council, and any sustainability committee members are encouraged to attend.
• Steve mentioned that there is a new annual report template that committees can use.
• The committee discussed events that were done in the past year:
o Twilight Concerts recycling
o Reformed subcommittees
o Recruited new members to near full committee capacity
o EV subcommittee provided report to Barton Brierley, who presented to City Council in a work session
o Energy Wise Ogden business roundtable
o Events attended: Ogden Farmers Markets, Weber Water Garden Fair, Intermountain Sustainability
Summit, Ogden Nature Center Earth Day
o Toured Wasatch Integrated Material Recovery Facility
o Sent two letters to the Mayor regarding Utah Renewable Communities program

OPEN DISCUSSION
• Lorenzo mentioned that the Chair and Vice Chair elections will be done virtually before the July meeting. Julez
suggested an agenda item in the July meeting to ratify the election results.
• Lena requested another conflict of interest form. There are notary services at the Ogden Municipal Building.
• Jonathan asked for an update on Utah Renewable Communities (formerly known as the Community Renewable
Energy Program). Lorenzo said that there was no update at this time, as the agencies are still hashing out
details on the application. Lorenzo will update the committee when the application is submitted.

• Clarify what EV subcommittee can do to help General Plan parking meeting – Lorenzo
• EV subcommittee prepare update for next meeting – Jonathan and Tara
• Add agenda item for next meeting to ratify election results – Lorenzo

• Send conflict of interest form to Lena – Lorenzo
ADJOURNMENT
• With no further business, Lena made a motion to adjourn the meeting. Erika seconded. The vote was
unanimous. The meeting was adjourned at 5:00 p.m.

Regular Meeting- July 25th, 2024, at 4:00 pm in-person at the city offices and via Zoom. The meeting schedule will be
every month.
